오스트리아-헝가리 제국의 조선에 대한 외교문서 연구

An Analysis of Austro-Hungarian Diplomatic Documents about Korea 1885~1894

오스트리아-헝가리 제국과 조선(대한제국과)의 외교관계는 그리 활발하지는 않았다. 지리적으로 멀리 떨어진 환경과 양국간의 이해 관계가 많지 않았던 상황에서 양국간의 교류가 소략했던 것은 당연한 일이었다. 따라서 양국간의 관계를 파악할 수 있는 자료도 소략한 것이 사실이다. 그러나 조선(대한제국)과 오스트리아-헝가리 제국의 외교관계도 자주적 독립국가를 지향했던 조선의 대외 관계를 파악하는 데 도움을 줄 수 있는 중요한 연구대상이다. 따라서 양국간의 관계를 연구하는 것은 중요한 의미가 있다. 이러한 인식을 바탕으로 본 글에서는 1885년부터 1913년까지 일본에 주재하고 있었던 오스트리아-헝가리 제국의 공사관에서 본국 정부에 보낸 외교문서들을 토대로 오스트리아-헝가리 제국과 조선, 대한제국과의 관계를 살펴보았다. 특히 오스트리아-헝가리 제국의 외교관들은 비교적 중립적 입장에서 구한말의 사회상에 대하여 보고하고 있는데, 이를 통하여 구한말의 중요한 사건에 대한 오스트리아-헝가리 제국의 인식과 판단을 파악해 볼 수 있다. 이 글에서 분석한 일본주재 오스트리아-헝가리 외교관의 보고문서는 근대 시기 조선과 오스트리아-헝가리 제국 간의 관계에 대해 이해하는데 이바지할 것으로 생각한다. 이 글에서는 분석한 외교문서는 빈의 국립문서보관소(Haus-, Hof- und Staatsarchiv)에 보관 중인 1892년부터 1913년 사이의 외교문서 중 1885~1894년에 보고된 문서를 선별하여 검토하였다.

Text Diplomatic relations between Austria-Hungary and Joseon (latterly ‘The Korean Empire’) are not well known, but they can be explored through documents sent from the Austro-Hungarian legation in Japan back to Austria-Hungary. The Austro-Hungarian Empire’s diplomats reported on Korean society from a comparatively neutral point of view, and were relatively well- informed about the international circumstances surrounding major events in Korea. This article utilizes Austro-Hungarian documents sent from their legation in Japan that deal with the Korean peninsula to determine how the Austro- Hungarian Empire saw events occurring in Korea at the time. It hopes to contribute to the filling of a gap in the literature on the relations between the two countries.
