The Historical Meaning of Romanian Communism: Focusing on the Process of Economic Modernization

본고에서는 루마니아에서의 공산주의의 의미를 경제적 근대화 과정과 연관하여 살펴보았다. 이에 거시적인 시각에서 근대 이전의 상황 및 토지 개혁과 토지 집산화를 주요 경제적 문제로 상정하고 분석하였다. 루마니아는 중세이래로 농업 외에 다른 산업은 발전하지 못한 상태에 있었으나 19세기 이후 서구로부터의 변화의 물결이 이곳에도 영향을 미치면서 점차 오스만의 지배에서 탈피한 경제적 근대화를 추구하였다. 하지만 이에 있어서 선결과제였던 토지개혁은 대부분 토지 소유주였던 지배계층의 이익과 배치되는 상황을 맞이하게 되면서 매우 더디게 진행되었다. 몇 차례에 걸친 토지개혁이 20세기 중반까지 이어지지만 농업 중심적 산업구조에 의해서 그 경제적 효과는 제한적이었다. 2차 대전 이후 소비에트의 지원을 받고 있던 루마니아 공산당은 집권에 성공하면서 핵심 아젠다였던 토지 집산화를 강력히 추진하였다. 토지 집산화는 대다수 농민의 기대와 다른 것이었지만 이후 공산주의 기간 동안 농업 생산성의 향상과 함께 경제적 발전을 이루게 된다. 공산주의 기간 동안 완전한 근대화에 성공한 것으로 볼 수는 없지만 70년대까지 이루어진 경제적 성장은 그 이전의 근대화 과정이 공산주의보다도 더 비효율적인 것이었음을 보여주고 있다.

Romania has been in a situation where the development of industrialization other than agriculture has not been achieved due to domestic and international factors since the Middle Ages, but after the 19th century, as the wave of change from the West affected this place, it gradually pursued the development of a modern society that escaped from Ottoman rule. However, in this regard, land reform, which was a prerequisite, proceeded very slowly because it faced a situation where this issue was in conflict with the interests of the ruling class, who were mostly land owners. Although several land reforms continued until the middle of the 20th century, the economic effect was limited by the agricultural-oriented industrial structure. After the Second World War, the Communist Party of Romania, which had been supported by the Soviets, collapsed the monarchy regime and the landlord aristocracy and succeeded in taking power, and strongly promoted the land collectivization, which was a key agenda of Communist party. Land collectivization was different from the expectations of most farmers, but during the communist period, agricultural productivity improved and economically developed. Although it cannot be regarded as a successful modernization during the communist period, the economic growth that occurred until the 1970s proves that the earlier capitalist economic system of the 19th century and the beginning of the 20th century was more inefficient than communism. In this paper, the meaning of communism in Romania was examined from a macroscopic perspective starting from the pre-modern situation. In this regard, land reform and land collectivization were assumed as major issues, and the historical significance of the communist period was examined from the economic perspective.
