비모수 방법에 의한 지방의료원의 효율성 분석

An Analysis on Efficiency of Regional Public Hospitals by Nonparametric Method

본 연구의 목적은 비모수분석 방법인 자료포락분석(DEA) 모형과 맴퀴스트 생산성 지수(MPI)에 의한 분석을 통하여 지방의료원의 효율성과 생산성변화를 평가하는데 있다. 이는 DEA모형이 의사결정단위인 개별지방의료원의 효율성을 분석할 수 있는 비모수기법이며, 또 MPI가 특정 의료원의 생산성변화를 평가하는데 유용한 기법이기 때문이다. 이를 위해 본 연구는 2006년부터 2010년까지 34개 지방의료원의 5년간 시계열 자료를 이용하여 효율성 분석을 행하였다. 분석 결과 지방의료원의 평균 경영비효율성은 5%인 것으로 나타났으며, 이 원인은 규모비효율성에 비해 순수기술비효율성에 있는 것으로 분석되었다. 한편 MPI 분석을 통해 지방의료원은 기술효율성의 변화보다는 새로운 경영기법의 도입과 같은 기술변화를 통해 총생산성증대를 도모해야 할 것으로 보이며 이를 위해 지방의료원은 내부혁신과 지방정부차원 R&D 정책지원이 필요하다 할 수 있다.

The purpose of this paper is to evaluate the performance efficiency and productivity change of regional public hosital in Korea. I use nonparametric method(DEA) and Malmquist Productivity Index and analyse the efficiency and the change of total factor productivity of 34 regional public hospitals timeseries data over 5 years from 2006 to 2010. The results of this paper are as follows. First, technical efficiency shows that 5% of inefficiency exists on the regional public hospitals and it reveals that the cause for technical inefficiency is due to pure technical inefficiency. Second, MPI s results show that the regional public hospitals made efforts to improve total factor productivity change to make technical improvement. Lastly, in order to raise total factor produtivity the regional public hospitals should develop internal technical innovation and the government should provide R&D policy supports.
