기니만 해적퇴치를 위한 우리나라 해군의 역할에 관한 연구

A Study on the Roles of ROK Navy against combating Piracy in Gulf of Guinea

오늘날 해상운송을 위협하는 것으로는 종래의 군사적 위협과 같은 전통적 해양안보위협에 더하여, 해상테러리즘, 해적행위 및 해상무장강도, 대량살상무기의 운송 등과 같은 비전통적인 해양안보의 위협과 마주하고 있으며, 특히, 해적행위 및 해상무장강도는 자유로운 해양사용에 있어 가장 큰 위협 중 하나이다. 전 세계적으로 많은 해적행위가 발생하고 있으며, 이를 해결하기 위하여 국제기구와 많은 국가들이 합동으로 지속적인 노력을 하고 있다. 그러나 이러한 노력에도 불구하고 전 세계적으로 해적행위는 지속적으로 발생하고 있다. 특히 기니만 연안에서는 해적행위가 확대되고 있다. 그리고 최근 기니만 연안에서의 해적행위에 의해서 우리나라 국적선박과 국민이 피해를 입는 사례가 종종 발생하고 있다. 그러나 우리나라 해군은 소말리아 근해에서의 해적행위처럼 기니만 연안에서의 해적행위에 대해 별다른 대응을 하고 있지 않다. 그러나, 우리나라 선박과 국민의 안전을 위협하는 기니만 해적퇴치를 위하여 우리나라 해군은 적극적인 역할을 해야 한다. 따라서 이 논문에서는 현재 우리나라가 기니만 해적퇴치를 위한 활동이 소말리아 해역에 비해 소홀하다는 점을 인식하고, 최근 창궐 중인 기니만 해역에서의 해적퇴치를 위한 우리나라 해군의 역할을 검토하여 제시하고자 한다.

Today, maritime transport faces the threats of non-traditional maritime security, such as maritime terrorism, piracy and armed robbery, in addition to traditional maritime security threats such as conventional military threats. In particular, piracy and maritime robbery are among the greatest threats to free marine use. Many piracy cases are occurring around the world. International organizations and many countries are working hard together against piracy. Despite these efforts, however, piracy continues to occur. Piracy in the sea of West Africa, especially in the Gulf of Guinea, is becoming serious. Piracy in the Gulf of Guinea has continued to increase as international response is concentrated in Somalia. Piracy is especially severe on the Gulf of Guinea. And recently, there have been cases of damage to korean national ships and people by piracy of the Gulf of Guinea. However, the ROK Navy does not respond much to piracy of the Gulf of Guinea, as is the piracy act off the Somalia. However, in order to piracy of the Gulf of Guinea, which threaten the safety of our ships and their people, our navy must play an active role. Therefore, this paper is meaningful in that Korea recognizes that the activity to combat pirates in Gulf of Guinea is neglected compared to the Somalia region, and examines and presents the roles of the ROK Navy in combating pirates in the recently emerging Gulf of Guinea region.
