Structure of the humanitarian index: Regional humanitarian index and World humanitarian index

본 논문은 인도주의 지수의 구성 방안을 제시하고자 한다. 특히 한 사회의 인도주의 수준을 가늠하는데 있어서 중요한 지표가 무엇인지, 그리고 그 지표들에 어느 정도의 비중을 부여할 것인지를 논의하여, 인도주의 지수의 전체적인 모습을 제시하고자 한다. 이렇게 산출된 인도주의 지수를 국내 지방자치단체에 적용하는 ‘지역인도주의 지수(RHI, Regional Humanitarian Index)’와 세계 각국에 적용하는 ‘세계 인도주의 지수(WHI, World Humanitarian Index)’로 나누어 적용해 보고자 한다. 이를 통하여 인도주의 지수가 실제로 어떻게 구현될 수 있으며, 어느 정도 각 사회의 인도주의 수준을 평가할 수 있는지를 가늠하고자 한다.

This paper attempts to propose a composition plan for the humanitarian index. In particular, we will present the overall shape of the humanitarian index by discussing what indicators are important in assessing the level of humanitarianism in a society and how much weight is given to those indicators. The humanitarian index calculated in this way will be applied by dividing it into a ‘Regional Humanitarian Index (RHI)’ applied to local governments and a ‘World Humanitarian Index (WHI)’ applied to countries around the world. Through this, we intend to assess how the humanitarian index can be implemented in practice and to what extent each society’s humanitarian level can be evaluated.
