마을 단위 지역공동체 재난안전거버넌스 운영방향

A Study on the Operation Direction of Disaster & Safety Governance in the Local Community: Focused on the Cases of Public-Private Cooperation for Disaster Safety in Japan

본 연구는 일본의 주요한 지역공동체 단위 재난관리 민관협력 사례를 통해 마을단위 지역공동체를 중심으로 재난안전거버넌스 운영 활성화를 위한 운영방향을 제시하고자 하였다. 이를 위해 세부적으로 재난안전거버넌스에 대한 선행연구를 토대로 일본의 히토코토카이 및 고베시 방재복지커뮤니티의 목적과 활동을 사례 분석하였다. 이를 통해 재난안전거버넌스의 효과적 운영을 위해서는 광역자치단체가 중심이 되어 재난안전거버넌스 운영을 위한 기본적인 지원을 하되, 개별적 지원을 위한 기초자치단체와의 협력이 필요하며, 행정 영역에서 무리하게 거버넌스 구축의 방향과 방법, 목표 등을 설정하여 추진하기 보다는 지역 내 시민사회 조직을 중심으로 지역 주민들이 참여하는 가운데 주민 자치조직을 중심으로 지역 문제를 주관하는 구조로 정착되어야 할 필요성이 있음을 제시하였다.

This study was intended to present the operational direction for activating disaster & safety governance, focusing on village-level regional communities, through major cases of public-private partnerships for disaster management in Japan. Based on the prior study of disaster safety governance in detail, the objectives and activities of Japan s Hitokotokai and Kobe disaster prevention and welfare communities were analyzed. In order to effectively operate disaster & safety governance, the local government should provide basic support for the operation of disaster & safety governance, but it needs cooperation with basic local governments for individual support, and instead of pushing ahead with the direction, method and goal of building governance in the administrative areas, it should be established as a regional self-governing structure centered on civic and social organizations in the region.
