대학 교육원가 정보의 활용 방안

The Application of a University’s Educational Cost Information : Focusing on the Engel s Coefficient, Independent Rate of Finance and DEA

본 연구는 대학재정운영의 효율성제고를 위해 대학의 주요 의사결정에 교육원가정보가 어떻게 활용될 수 있는지를 제시하고자 한다. 이를 위하여 국립 A대학교의 2013년 교육투입원가를 바탕으로 다양한 교육원가 활용정보를 산정하였다. 특히, 본 연구에서는 원가의 활용정보로서 1인당 교육원가를 산정하였고, 교육원가 정보를 바탕으로 활용 가능한 엥겔지수, 재정자립도, DEA효율성 분석을 실시하였다. 분석결과, 첫째, 원가중심점별 학생 1인당 교육원가는 1천만 원을 상회하는 교육원가를 나타냈으며, 요소별로는 공통원가의 비율이 가장 높게 나타났다. 둘째, 교육관련 직접원가인 강의원가를 나타내는 엥겔지수는 대학 전체차원에서 약 24% 수준으로 나타났다. 셋째, 원가중심점별 재정자립도는 전체평균 32.88%를 나타냈으며, 가장 높은 학과는 51.22%를 나타냈다. 마지막으로, 대학의 운영 효율성 측정을 위한 DEA 분석결과, CCR 모형은 전체평균 0.9556 BCC 모형은 전체평균 0.9602의 효율성을 나타내고 있다. 즉, 전체 20개 학과 중에서 CCR 기준의 경우에는 6개(30%), BCC 기준의 경우에는 9개(45%)의 학과가 효율성이 1로 나타났다. 따라서, 본 연구를 통해 산출되는 교육원가와 원가정보는 대학의 경영의사결정에 유용한 정보로서의 활용을 기대한다.

Universities have been recently confronted with financial difficulties because of rapidly changing the governmental education reforms. The purpose of this study is to consider the possibilities of educational costs information as aggressive responses in the changing environment. So, this study is to accurately estimate and analyze educational costs about the ‘A’national university in 2013year. And then based on educational costs information, it is analyzed education cost, engel s coefficient, independent rate of finance and DEA. The results of the analysis are as follows; Firsts, Education costs of per students is over the one thousand won and the common cost is the highest rate. Second, the engel s coefficient of educational costs is the 24%. Third, independent rate of finance is the 32.88%. The last, the results of DEA showed that among 20 DMUs, 30%(6 units) of CCR and 45%(9 units) of BCC were efficient. This study would be an useful information about educational costs to improve the quality of education by using the limited universities resources.
