여가란 휴식을 겸한 다양한 취미활동이 포함되는 경제 활동 이외의 시간으로 개인이 처분할 수 있는 자유로운 시간을 말한다. 행복이란 개인이 스스로의 전반적 삶의 질을 평가하는 지표”를 의미한다. 여가활동은 직장과 생활의 분리가 일어나면서부터 시작되면서 산업사회로 발전하면서 소득과 근로시간의 축소, 직장과 생활의 분리가 일어나면서부터 시작되었다. 4차산업혁명의 새로운시대에서 스마트기기를 활용한 여가의 활동은 증가하고 있으며, 가구소득이 높을수록, 지속적/반복적인 여가활동, 동호회 활동, 자원봉사활동, 휴가경험 등에서 참여율이 더 높은 것으로 나타났다. 정년퇴직자의 증가는 고령화에 따른 소득의 감소와 정년퇴직자 본인은 물론 가족의 건강과 행복한 삶을 살기위한 미래의 걱정근심과 불안감은 국민여가활동의 위축으로 현실이 되어가고 있다. 정보통신기술의 발전은 인간의 행복을 위한 것이며, 공공재로서의 이익의 현실화와 배분을 통해서 국민들의 삶의 질과 복지개선을 통한 건강한 여가활동을 이어가야 할 것이다. 헬스케어 의료산업에서 ICT가 활발하게 도입되고 난 후 중요한 이슈 중 하나는 미래의료는 개인의 데이터를 기반으로 맞춤 의료와 예방 중심의 의료로 발전하고 있다. 마이 데이터 자원을 활용한 새로운 비즈니스 가치 창출 필요하며, 국민여가활동과 경제활성화를 위한 헬스케어 마이데이터 보상 플랫품 경제시스템구축과 국민여가운동본부를 통해서, 모두가 행복하고 국민의 삶 개선을 기대하여 본다.
