행복주택사업의 성인지적 분석과 개선과제

A Study on the Gender Cognitive Analysis and Improvement of Happy Housing Projects

본 연구의 목적은 행복주택사업을 성인지적 관점에서 분석하여 성형평성을 위한 개선과제를 도출함에 있다. 문헌 및 정책자료, 집단심층면접(FGI) 분석을 통해 다음과 같은 젠더이슈를 도출할 수 있었다. 첫째, 현 입주자 선정기준이 소득과 자산 중심이어서 여성들의 경제적 불리한 상황과 안전이 고려되고 있지 않으며 둘째, 신혼부부 계층에 미혼모(부)가 배제되고 한 부모의 경우 자녀 나이가 6세 이하로 제한되어 양육에 어려움이 있었다. 셋째, 행복주택은 단위세대가 협소하기에 커뮤니티시설의 활용이 중요한데도 주민들의 요구가 제대로 반영되지 못하고 성형평성을 위한 활동공간으로 활용되고 있지 못하였다. 이러한 문제점을 해결하기 위하여 제안된 개선안은 다음과 같다. 우선, 행복주택 입주자 성별분리통계 데이터를 구축하여 추후 성별영향분석평가 및 성인지예산제도 도입을 위한 기초 자료를 확보할 필요가 있다. 둘째, 현재 행복주택 입주자선정 시 성별 및 미혼모(부)를 추가하고 자녀의 연령 제한을 확대하여야 한다. 마지막으로 젠더 이슈를 효과적으로 해결하기 위하여 관련 법령(지침)의 개선이 요구된다. 무엇보다 행복주택을 포함한 공공주택정책의 ‘성형평성’을 중요한 가치로 인식하여, 성인지예산 대상 사업으로 선정하여 관리할 필요가 있다.

The purpose of this study is to analyze the Happy Housing project from the gender perspective and to derive the improvement tasks for gender equality. Analysis of the literature, policy data, and FGI led to the following gender issues. First, the current standard for selecting tenants was centered on income and assets, so women s economic disadvantage and safety were not considered. Second, unmarried mothers(fathers) are excluded from the newlyweds class and for the single parents with the age of children is limited to six years or younger, making it difficult to raise them. Third, despite the importance of community facilities because unit households are narrow, the facilities were not used properly. To address these problems, the proposed improvements are as follows. First of all, the gender segregation statistics data of the tenants of Happy Housing should be established. This will be used as data for gender impact analysis and the introduction of gender-sensitive budget system. In addition, gender and single mothers (fathers) should be added to the current criteria for selecting residents of happy housing and the age limit of their children should be expanded. Lastly, in order to effectively solve gender issues, relevant legislation (guidelines) needs to be improved. Above all, the public housing policy, including Happy Housing, needs to recognize gender equality as an important value.
