커뮤니티케어(Community Care)형 도시재생뉴딜을 위한 노인서비스 지원 주거 연구

A Study of the Senior Serviced Housing for Urban Renewal New Deal of Community Care Type

본 연구는 노인이 살던 곳에서 건강한 노후를 보낼 수 있는 주택제공과 서비스 지원을 하기 위한 노인의 욕구와 특성을 반영한 서비스지원 주거 모델 방안을 모색하는 것을 연구의 목적으로 한다. 본 연구는 커뮤니티케어형 노인 주거 방안을 개발하기 위해 전문가 패널 20명에게 델파이 연구를 시도하여, 노인 주거에 필요한 방안을 발굴하여 실질적인 노인 주거 모델 개발 자료가 될 수 있도록 하였다. 자료수집은 2020년 8월 3일부터 2020년 9월 29일까지 실시하였고, 수집된 자료는 IBM SPSS 25.0 버전을 사용하여 분석하였다. 최종 선정된 커뮤니티케어형 주거모델은 공동체 근린 재생, 적정 주거확보, 포괄적 돌봄서비스, 주민참여와 역량강화, 노인 서비스지원 주거 제도 기반화의 5개 영역으로써, 1라운드 질문 결과에서 도출한 102개 항목을 정제해 나가면서 최종적으로 66개 항목으로 방안이 선정되었다. 본 연구에서 도출된 커뮤니티케어형 주거 방안을 실제 도시재생뉴딜사업에 활용할 수 있도록 각 요소에 대한 구체적인 주거전략을 개발하였다.

There is growing interest in alternatives for elderly housing recently in order to realize the value of urban renewal New Deal of community care type. In order to support urban renewal New Deal of community care type for the elderly, it is time to provide a stable residence and support residential-based services. Therefore, this study is aimed at seeking a service-supported housing model that reflects the needs and characteristics of the elderly to provide housing and service support for the elderly to live in a healthy old age. This study attempted a Delphi study on 20 expert panelists to develop community care-type housing for the elderly. The final selected community care housing model consists of five areas: regeneration of community neighborhoods, securing appropriate housing, comprehensive care services, community participation and capacity building, and support for the elderly service housing system. As the 102 items derived from the first round question result were refined, a strategy was finally selected with 66 items. A specific housing strategy for each element was developed so that the community care housing model derived in this study can be used in the actual urban renewal new deal.
