금산경찰서 한 경찰관의 『교양수부』와 『교양자료집』(1955∼56년)을 통해 본 사찰 활동

Political Serveillance Activity through Practice Diary and Practice Workbook(1955-56) of a Police Officer at the GeumSan Police Station

최근 금산경찰서의 한 경찰관이 1955년 5월 19일부터 1956년 7월 22일까지 기록한 『교양수부』와 참고자료인 『교양자료집』이 발견되었다. 본 자료가 작성된 때는 남한에서 정치·사회적으로 반이승만 정서가 심각하게 고조되어 가던 중 야권세력이 진보당 창당을 계기로 당시 정권에 정면 도전하던 시기로, 정부통령선거와 지방선거를 앞두고 있었다. 본 자료에 나와 있는 사찰 활동의 비중은 정보, 사찰, 외사, 출판 순서이다. 다시 ‘정보’는 정치 부분이, ‘사찰’은 주민 부분이 많았고, ‘외사’는 상대적으로 그리 많지 않았으며, ‘출판’ 역시 그 비중이 상당히 낮았다. 또한 사찰 실무는 외형적으로 선거에 대한 경찰 활동의 중립적인 태도를 보여주지만 실제로는 이승만 정권에 대한 무조건적인 충성과 자유당과의 밀접한 연관성을 보여주고 있었다. 따라서 당시 경찰 조직이 치안국-지방경찰국-경찰서로 연계되는 중앙집권적인 경찰제도에 의한 것임을 감안할 때 전국의 다른 경찰서에서도 같은 사찰 활동이 행해졌다고 추론할 수 있다. 그리고 이와 같은 정치경찰 활동은 향후 지배정권에 반대하는 세력에 대한 강력한 탄압책으로 이어져 1960년 4월혁명이 촉발하는 원인 중 하나가 되었다고 볼 수 있다.

Recently, a police officer at Geumsan Police Station found Practice Diary and Practice Workbook, recorded from May 19, 1955 to July 22, 1956. At the time of this data, while anti-Rhee Syng Man sentiment was escalating in South Korea politically and socially, opposition forces were challenging the regime head-on in the wake of the establishment of the progressive party, and the government presidential election and local elections were set to take place. The proportion of temple activities listed in this material is in the order of information, temples, foreign affairs, and publications. Again, “information” was the political part, “inspection” was the resident part, “foreign affairs” was relatively small, and “publishing” was also quite low. It also ostensibly shows the neutral attitude of police activities toward elections in practice of inspections, but in reality it had an unconditional allegiance to the Rhee Syng-man regime and a close connection with the Liberal Party. Therefore, given that the police organization at that time was based on a centralized police system linked to the police station-local police station-security bureau, it can be inferred that the same inspection activities were carried out at other police stations across the country. And this kind of political police activity led to a strong crackdown on those who opposed the ruling regime in the future, which was one of the causes triggered by the April 1960 revolution.
