갑오개혁 이후 한성부 警務廳 巡檢의 역할과 실무 활동(1895~1897)

The Role of a Soongeom in Kyeongmucheong in the Hanseongbu and Their Practical Activities(1895~1897) : Focused on a Daily Report of Kyeongmucheong

이 논문은 갑오개혁 이후 설치된 한성부 警務廳 巡檢들이 갑오개혁 이후부터 대한제국 이전까지 어떠한 실무 활동을 했는지 살펴보았다. 순검과 경무청 실무역할을 다룬 대부분 연구들의 시기는 일본 신문 중심으로 연구한 연구를 제외하고 대한제국 이후가 주를 이루었다. 이는 자료적 한계 때문에 기인한 것이다. 본 논문에서는 갑오개혁 이후인 1895년 음력 5월부터 1897년 5월까지 경무청 순찰기록을 객관적으로 보여주는 警務廳 『日報』 자료 중심으로 당시 순검의 실무 활동에 대해 살펴보았다. 우선 한성부 순검들의 채용절차와 복무규정을 알아보았고, 순찰범위와 실제 업무수행이 어떠했는지를 밝혔다. 다음으로 한성부에서 하루 동안 구류된 범인들의 수, 어떤 종류의 일을 했는지에 관한 각 업무 비율, 업무 중에 겪을 수 있는 애로사항들 또한 밝혔다. 경무청 순검들은 정치적 사건 조사와 단발령 등에 동원되었지만, 한편으로 업무상 애로사항을 겪으면서도 한성부 치안을 위해 여러 가지 일들을 했다는 점을 확인할 수 있었다.

This thesis aims to analyze a Soongeom(巡檢)’s practical activities in the Hanseongbu(漢城府) after the Gabo reform of 1894(甲午改革). Their role was out of picture because of the limitation of materials. In order to get over this problem, this thesis focused on Daily reports(日報) made by Kyeongmucheong. First, this thesis finds out procedures of recruitment and code of conduct and their patrols and practical activities. Second, this thesis also analyzes the number of criminals a day, the percentage of what kinds of work, Soongeom’s difficulties. They were called out to force people to the ordinance prohibiting topknots(斷髮令) and investigate political event. That’s why they were seen in a negative light. But they had a lot of things to help security maintenance of Hanseongbu.
