한국전쟁기 경찰의 주민 감시와 계몽

Surveillance and Enlightenment of Police during the Korean War Period : A Case Study of Gimje, North Jeolla Province

김제군은 전라북도 서해안에 접한 평야지대에 위치한 지역이다. 일제강점기 동안 많은 주민들이 일본인 대농장 또는 대지주에 속한 소작농민으로 생활하였다. 해방 후에는 인민위원회의 활동이 있었으나 영향력이 그리 크지 않았고, 한국전쟁기까지 농업중심의 지역적 특성은 그대로 이어졌다. 경찰의 사찰활동은 한국전쟁 발발로 가장 극대화되어 모든 경찰활동을 장악하면서 ‘치안’보다 ‘사찰’이 더욱 시급하고 중요한 것으로 강조되었다. 이 같은 사찰활동의 중요성으로 인해 김제경찰서 사찰계는 지역경찰관서를 제외하고 가장 인원이 많았다. 한국전쟁이 정전되기 직전 김제경찰서가 조직한 ‘민중계몽대’의 일원인 ‘민중계몽가’는 주민들을 자연스럽게 만난 자리에서 국내 정국을 설명하고 북한정권의 비정통성, 공산주의의 만행 등을 역설하였다. 경찰간부로 지정된 민중계몽대원 역시 산간 부락을 중심으로 순회하여 민심을 각 방면으로 파악하면서 입산도피자 가족의 동태 감시는 물론 입산자들에게 귀순을 종용하는 임무를 수행하였다. 이는 주민들을 ‘반공국민’으로 존속시키기 위한 경찰의 사찰활동이 종래 주민들을 동원하여 선동하는 ‘광장 정치’가 아닌 주민 친화적이면서도 치밀하게 행해졌음을 보여준다.

During the Korean War, the role of the police force was considerable in helping the Korean government protect its national polity toward anticommunism and retain its people within that boundary. The police surveillance was strengthened through personal inspections to keep its people as an anticommunist. The so-called ‘Inspection Police’ is very similar to ‘High Grade Police’ in the Japanese Colonial era. As the importance of crackdown on illegal acts has increased directly after liberation, general police has become responsible for inspection to keep public safety. Particularly, the status of the Inspection department of Gimje Police was very high, indicating the importance of inspection activities by police officers. Furthermore, the Gimje Police hosted round-table talks across the areas where police officers and local influential people were invited to become members of ‘Enlightenment Squad’ to maintain and reinforce anticommunism among people. All these activities are evidence for the role of police to keep people as ‘anticommunist’ in an improved, friendly, and unobtrusive manner.
