대한제국기 한성수도부설권 문제

On the Seoul Waterworks Concession : Focusing on the Activities of Horace N. Allen

이 글에서는 한성수도부설권의 획득과 전개과정을 주한미국공사 알렌(Horace N. Allen, 1858~1932)의 활동을 중심으로 살핀다. 그가 수도의 사업성을 주목한 인물이자 자국기업이 확보한 수도부설권을 정식계약으로 확보하고 끝까지 수호한 장본인이었다고 판단하기 때문이다. 그는 제중원 의사 재임시절부터 수도의 필요성과 사업성을 인지했고, 사업실시상 방해요인의 제거와 자국인 이권수호에 진력했다. 콜브란&보스트윅사가 최종적으로 획득한 수도부설권은 그들에게 일체의 무과세를 허용하고 향후 수도수입까지 독점케 하는 유리한 내용이었다. 알렌은 이권수호를 위해서라면 내정간섭에 해당될 만한 조치도 불사했고 한국 측의 타당한 요구와 문제제기도 기각했다. 미 국무부는 알렌이 취한 조치의 과격성을 지적하면서도 현지 외교관으로서 재량권을 인정했다. 그 배경에는 한국은 아직 비문명국이며 미국이 그 변화를 선도한다는 인식이 있었다.

This article sheds light on the concession for Seoul water works, especially on the activities of Horace N. Allen(1858~1932), the United States Minister to Korea. He found the waterworks as a lucrative enterprise, succeeded in securing the contract, and protected it despite all hindrances. The concession for Seoul water-works that Collbran & Bostwick Co. procured included thoroughly favorable terms. Allen even took steps which could be regarded as interference in internal affairs of Korea and dismissed the demands of contract revision from Korean government. The U.S. Department of States, although recognizing his excessiveness, left the issue to Allen’s discretion. This was because they had a shared opinion that Korea is not yet a civilized nation and people of United States are leading the progress of Korea.
