당진 대호지·천의장터 3·1운동의 성격과 특징

Characteristics and Features of The March First Movement in Dangjin Daehoji and Cheonui Market

1919년 4월 4일 천의장터에서 전개된 만세시위는 3·1운동사에서 새로운 양상을 보여준다. 대호지면장 이인정과 면서기와 소사 송재만이 계획하고 주도한 이 시위는 면사무소의 관공서 조직을 이용하여 전개한 가장 전형적 만세시위라 할 수 있다. 또한 다른 지역의 장날을 이용하기 위해 멀리 이동하여 원정시위를 벌인 대표적인 사례이다. 이동 원정시위는 장안면에서 출발한 시위대가 우정면으로 이동하여 벌인 시위, 원곡면과 양성면의 연합 시위 등이 있으나, 대호지·천의장터의 만세시위는 준비과정과 시위형태 등에서 원정시위의 대표적 사례라 할 수 있다. 대호지·천의장터 만세시위는 바닷가 시골 벽지에서 전개된 만세시위로서 시위규모 대비 피체자와 수형자 비율이 전국에서 가장 높은 사례이다. 천의장터 만세시위로 3명이 순국하고, 198명이 피체되고 재판에 회부되어, 그중 130명이 유죄판결을 받았다. 참가자를 8백 명으로 보았을 때 피체자는 25%, 수형자는 16.3%에 달한다. 특히 88명에게 태형 최고인 90도가 일괄 처분된 것은 전국에서 유일한 사례이다.

The independence demonstration held in Jungmi-myeon Cheonui market on April 4, 1919 is characterized by a new aspect in the history of the March 1st Independence Movement. Demonstration planned and led by the head of Daehoji-meyon Lee In-jeong, subordinate Song Jae-man is a typical and representative independence demonstration that mobilized myeon public institution. In addition, it is the representative expeditionary protest by moving to remote regions where markets are opened. Compared to the size of protests, the percentage of arrested people and prisoners recorded the highest across the nation. The ratio of arrested people to all the participants accounted for 25% regarding Cheonui Market independence protest and the number of prisoners accounted for 16.3% among all the participants. In particular, 88 convicted people were sentenced to flogging and it is the only case in Korea that all of them were unanimously sentenced to the maximum 90 shots of flogging.
