여순사건 이후 선무공작을 중심으로 본 지리산지구의 빨치산 진압

Suppression of Partisans in Mt. Jiri District : Focusing on Placation Maneuver after Yosun Incident

여순사건 이후 지리산 지역의 빨치산 활동을 다룬 연구는 빈약할뿐더러 선무공작에 대한 연구는 아예 없는 실정이다. 따라서 이 논문은 여순사건 이후 빨치산 진압을 위해 정부군과 경찰이 작전의 일환으로 전개한 선무공작 활동을 중점적으로 살펴보는 것을 목적으로 하고 있다. 여순사건 이후 반군 진압에서 강경일변도의 진압방침이 변화했던 시기는 1948년 12월 중순 이후부터였다. 그리고 1949년 1~2월에 빨치산 출몰이 잦은 지역을 중심으로 선무공작을 실시하였다. 1949년 3월과 1949년 9월에 설치된 지리산지구전투사령부에서도 빨치산 진압작전과 더불어 선무공작을 강화하였다. 따라서 1950년 2월에 동계토벌작전이 완료되기까지 강경진압작전과 더불어 선무공작을 어떠한 방식으로 전개해 나갔는지 살펴보았다. 선무공작은 어느 정도 실적을 거두어 빨치산 세력이 극도로 축소되었지만 여러 가지 문제를 발생시켰다. 선무공작 과정에서 귀순자에게 관대한 아량을 베풀겠다는 약속이 제대로 지켜지지 않아 정부와 군에 대한 불신을 키우는 요소로 작용했는데, 이에 대해서 구체적으로 검토하였다.

The number of studies on partisan activities in Mt. Jiri district after Yosun incident was not abundant. Even research of placation maneuver was not produced yet. Therefore, this paper is intended to investigate the placation maneuver, which was carried out by the army and the police, as the part of campaign to suppress the partisans after the Yosun incident. It was mid-December of 1948 when emphatic policy to suppress rebels changed since the Yosun incident. The placation maneuver was carried out in the area where the partisans frequently appeared from January to February of 1949. The combat command of Mt. Jiri district established in March and September of 1949 reinforced the placation maneuver with the suppressing partisans, accordingly I examined how the placation maneuver went with the strong suppression by the end of mop-up campaign in 1950 February. The placation maneuver worked to a certain degree to cut down the number of the partisan force extremely, but it caused much trouble. The promise that surrenderers should be treated with generosity was not kept enough. It yielded distrust of the government and army. This study also discussed that matter specifically.
