1969년 대구지역 3선개헌 반대운동의 양상과 성격

The Aspect and Nature of the Movement against the Constitutional Amendment for 3 Times Consecutive Presidential Election in Daegu in 1969

Park Jeong-Hee regime pushed forward the constitutional amendment for 3 times consecutive presidential election in the name of realization of economic development, self-defense and unification, but actually it was for the long-term seizure of power. Students criticized the constitutional amendment for the idea of a dictator, the measure that makes fool of people, and the action to destroy the democratic constitutional order and to get the history backward. Not confined to constitutional amendment, the students raised the basic issues of democracy including guarantee of educational institution and freedom of speech. The movement against the constitutional amendment for 3 times consecutive presidential election took place in Daegu first among local provinces, and it was developed vigorously compared to regions other than Seoul. However, in a referendum for the pros and cons of the constitutional amendment, Daegu region showed the confirmation rate higher than the nation’s average and the highest among major cities nationwide. It is because people wanted a tangible economic growth and the political stability rather than chaos, and supported and expected from Park Jeong-Hee. Particularly it is because they had the recognition that they might reap the benefit of the economic development inclined to Yeongnam area as the president is from the same part of the country. The constitutional amendment for 3 times consecutive presidential election and the movement against it stood in the midst of the age to build up the Yusin System, and held a historical significance that the democracy agenda, having been raised from time to time since the establishment of Park Jeong-Hee regime, stood out again in front of Korean society.
