미군정 초기 한국학생의 미국파견 정책과 그 성격

Study about the Policy of Dispatching Korean Students to America in the Early Part of U.S. Army Military Government in Korea

U.S. Army Military Government in Korea(USAMGIK) planned educational aid for Korean around middle of September 1945. USAMGIK organized Korean Council on Educational Aid from America on October 31, 1945. The Council was comprised of political adviser H. Merrell Benninghoff and George. Z. Williams, and 19 Koreans, representing each field. They made a draft of Educational Aid. The draft was forwarded to every department of USAMGIK. The department made a final program about educational aid by the end of January, 1946. According to the program, USAMGIK would dispatch 426~436 students as a long term student studying abroad and 160 students as a short term student studying abroad to famous universities and special educational institutions in America. USAMGIK made the educational aid plan because they wanted to train experts. At that time, many Koreans didn’t have the qualification in Korean public and private institutions. They were not the experts. USAMGIK wanted to train the experts by dispatching Koreans who didn’t have the qualification to specialized institution in America short time of period. This was the first reason for the educational aid plan. And the second reason was Americanization of Korea, and fostering pro-American power in Korea. USAMGIK wanted to change the system of Korea from Japanese style to American style. Also USAMGIK had to foster pro-American power because they wanted to maintain pro-American government in Korea consistently. So USAMGIK made the plan to accomplish their purposes by dispatching Korean students to America.
