欝島郡守 沈能益 報告書(1909)를 통해 본 울도군 상황 연구

A Study on the Situation of Ul-do County through the Report written by the Governor, Sim Neung-Ik of Ul-do County(1909)

King SunJong made a round of inspection to the southern area like Kyungsangdo which had been planned by Hirobumi Ito who was the Residency-General at the Empire of Korea in January 1909. On January 10, the king had some briefings from a provincial governor and county governors of Kyungsangnamdo at Changwon. At that time, Sim Neung-Ik Sim who was the county governor of the Ul-do made a detail report on the situation of the Ul-do county to the Goognaebu(a secretary s office of the king). The narrative from the start of the report was about the size and location of the Ul-do county. The size of Ul-do was 35 old korean lee(distance measure) from the east to the west and 40 korean lee from the south to the north. And This report showed that Ul-do island was from O-ki(the east) and from Sam-chuk(the west) and from Bu-san(the south) and from Won-san(the north). At that time, the O-ki island had the jurisdiction of the Dokdo since the shi-mane prefecture had incorporated Dokdo to the territory of japan in 1905. If the county governor of Ul-do had admitted that Dokdo incorporation, the report would have showed that from Dokdo(the east) in location had been. It means that the boundary between korea and japan at that time was between Ul-do(Ullungdo) and Dokdo. But Sim Neung-Ik made a report that showed O-ki(the east) was. It means that the boundary between korea and japan at that time was between Dokdo and O-ki. So this fact shows that the county governor denied the Dokdo incorporation from japan in 1905. and he had already known that Dokdo was under territorial jurisdiction and awareness of the Empire of Korea. The report by Sim Neung-Ik had some more details about the situation of the Ul-do county at that time. For example the number of the houses and the population, and economic circumstances and so on. The main produce was a lot of beans, barley. Especially, beans was used instead of money. Sometimes, people got necessities from Ul-san and Bu-san(mainland) by the exchange of beans. Seafood was abundant in that county. For example, squid, seaweed, laver and so on. The internal-transportation of the Ulleungdo was very bad. Even from October until February the following year could not allow people to pass to anywhere because of the snow piled up. The outer-transportation of the Ulleungdo to the mainland was very limited. Regularly, a japanese sailing vessel ran between February and June, July with good weather condition. But during the winter season there was no transportation because of the bad maritime condition. Formerly, In 1906, the Uijeongbu (the State Council of the Empire of Korea), having received the report by Sim Heung-taek, issued Directive No. 3, arguing that “…that there was no basis for such an act” to instruct a reexamination of Japan’s act of incorporating Dokdo as its territory. This reaffirms that the Empire of Korea was governing Dokdo clearly maintaing sovereignty over the islands and firmly denied that incorporation by japan. The report of Sim Neung-Ik on such an extension is thought to be understood. And also, this report should be very helpful to let us know the situation of the Ul-do county in 1909.
