The Organization and Activity of the Chungcheongbukdo Branch of the Special Investigation Committee of Anti-national Activities

After the formation of the Government, the Law on Punishment of Anti-national Activity was established to judge the pro-Japanese groups and the committee of anti-national Activity was launched. While launching the Special Investigation Committee of Anti-national Activities, the Chungcheongbukdo Branch had difficulties compared to other provinces’ branch. The first nominated candidate for the investigator was rejected as it was passive about processing the pro-Japanese groups, and the confirmed person was replaced as he/she did not act. Furthermore the former senior member of the pro-Japanese groups was appointed as the investigator. This was different compare to other provinces’ branch and affected its operation. The Chungcheongbukdo Branch completed a month long pre-investigation and prosecuted the pro-Japanese groups. The Chungcheongbukdo Branch’s operation was not up to standard compare to its counterparts in other provinces. After June the committee of the anti-national Activity was affected as of the attack of the Special Investigation Committee of Anti-national Activities office by police and the dismantlement of the special police agency, and the replacement of the investigator affected its operation. After the revision of the Law on Punishment of Anti-national Activity, which shortened the statute of limitations, instead of prosecuting the pro-Japanese groups it recalled and investigated the concerned people according to the guidance of the special inspection department. The Chungcheongbukdo branch was responsible for 40 pro-Japanese groups and their achievement was ranked in the 4th place among other provinces. The number of pro-Japanese groups that were investigated by the Chungcheongbukdo branch followed police and Jungchuwon. This was the identical to the trend of the Special Investigation Committee of Anti-national Activities and other provinces branch. Many pro-Japanese groups disappeared after the failure of the operation of the committee of anti-racial behavior, but the pro-Japanese groups, who became the Jungchuwon senate with his/her financial background and participated in the operation of the pro-Japanese groups, like the pro-Japanese groups in other regions, exercised their power as the influential people in their region.
