Shin, Ik-Hee served to the Korean Provisional Government(KPG) for six years. In the concretely speaking, he worked for three years of the early founding phase of KPG and for three years of the last phase of KPG. Truly, KPG have lasted for the period of 27 years, so he did not work for a long time. However, Shin, Ik-Hee had an important role for KPG. Shin, IK-Hee, who graduated from the Law of WASEDA University, based on the constitution of KPG. That is the most important role of him to KPG. Even his constitution revised several times, a framework of the constitution was not changed. It means that KPG survived for 27 years with the constitution which Shin made. The other role of Shin, Ik-Hee was working for a home secretary of KPG. He was appointed as a home secretary of KPG in 1942, and came back home as the same position. After back home, he made efforts to expanding the organization of KPG and to preparing the founding of a country. However, the United States Army Military Government did not like his activities for founding the country by himself and interfered his activities. Nowadays, those efforts of Shin, Ik-Hee was estimated as the important role for founding independent state.
