The article aims to analyze the activities and the political policies of CPKI for establishing the Korean government in the chaotic situations of the Korean peninsula in 1945. CPKI which was established right after the liberation of Korea from Japanese occupation had to figure out what was the right way to establish new Korea government which brings democrats and communists together. It is true that thus far the works of CPKI and Korean People s Republic(KPR) were charged as the communist conspiracy and therefore have been underestimated. But the time has come to positively re-evaluate the works of CPKI and KPR. And I believe that the working together with Korean Provisional Government(KPG) was the right choice for establishing Korean unified government, though they have failed to achieve what they intended to. Looking at the chaotic situations in 1945, Korean Independence League was the only political organization to prepare the plan for establishing the new government. Yo Un-Hyong had organized people’s power and established CPKI in order to take over the political power of Government-General. In doing so, CPKI was known as the political party for building up new Korean government. Facing to the power of CPKI, Government-General denied that CPKI had an authority to take over the power of Government-General. At the same time Korean Democratic Party(KDP) criticized CPKI as the communist camp which cooperated with Government-General. But the criticism of KDP resulted frpm her misunderstanding. Meanwhile the news that council between USA and Soviet decided to divide Korean peninsula was known to Korean people. In order to confront the political decision by the USA-Soviet council, CPKI announced to establish KPR in 1945, Sep. 6. two days before the army of USA landed on the peninsula. KDP vehemently criticized CPKI and KPG as the puppet government, and they insisted that we have to wait the coming of KPG because KPG was the only legal organization for representing the Korean people. In doing so, KDP tried to organize the committee of welcoming Allies. Since then, the political situation of Korean peninsula had thrown the intelligentsia into the confusion to decide what was the right way to achieve the unified government by Korean people. Some said that we had to stick to KPR, whileas other insisted that KPG was the only answer to achieve it. But the different voice was heard under the bush. That voice insisted that we needed to have the new organization for representing Korean people in order to get ready right after the Allies divided Korean peninsula. In those circumstances, I believe that the union between KPR and KPG might open the door to achieve the unified Korean government, if they succeeded in unifying two different political parties.
