미국 대선 결과에 따른 통상정책 변화

Trade Policy Changes Based on the Result of the US Presidential Election -Focusing on the Korean Automobile and Steel Industry-

바이든 행정부가 출범함에 따라 한국을 둘러싼 통상환경이 변화하고 그에 따른 적절한 대응이 요구될 것이다. 이에 따라 본 논문은 앞으로 새롭게 변화하게 될 미국의 통상정책을 분석하고 예상하여 한국이 대응해야 할 정책적 방향을 제시함에 목적이 있다. 이를 위해 본 논문은 선행연구와 실제 데이터를 바탕으로 통상규제의 배경과 한국의 통상환경을 분석하였으며 사례연구를 바탕으로 시사점과 결론을 도출하였다. 그 결과 트럼프 행정부와 접근 방식은 다르지만 향후에도 중국 견제와 미국 우선주의적 정책이 지속 될 것으로 분석된다. 이 가운데 미·중 무역협의에 대한 평가와 CPTPP 재가입여부는 우리나라에도 큰 영향을 미칠 수밖에 없기에 정확한 분석과 예측으로 관련분야의 선제대응이 요구된다. 본 논문의 분석과 전망은 미국의 새로운 통상정책에 직면할 우리나라 자동차·철강 산업에 관련한 연구자, 기업, 업계, 정부 등이 참조할 수 있는 정책적, 실무적 시사점이 될 수 있을 것이다.

Purpose : This paper aims to analyze and predict the possible changes in US trade policy and to suggest the policy direction that Korea should adopt in response to the changes. Research design, data, methodology : Analyzing the background of the trade war and Korea s trade environment based on actual data, the study suggests appropriate countermeasures and implications for Korea based on case studies. Results : Analysis of data on the trade policy and the trade war revealed that although the new policy may be different from Trump administration s approach, the US preferentialism and check posture against China would persist, with a re-evaluation of the US-China trade agreement and whether the US would rejoin the CPTPP All these developments are considered to exert a huge influence on Korea. Conclusions : The findings reveal that the “America First” policy and position on China will remain the same. The response to trade regulations would affect not only products or one industry, but also the value chain of the industry and the entire downstream industry. More broadly, this is a need to take a close look at the trend and respond preemptively considering the possibility of this trend affecting Korea s political, economic, and diplomatic scenario.
