East Sea, The Politics of Naming and Geographical Imaginations

현재 국제수로기구(IHO)는 ‘동해/일본해’ 해역의 이름을 현대 디지털 환경에 적합한 숫자 이름으로 바꾸려는 시도를 하고 있다. 필자는 IHO에서 부여하려는 숫자 이름이 기존 지명이 표상하던 역사성과 상징성을 훼손할 것으로 진단하면서, 지금이 새로운 제 3의 지명을 명명할 적기임을 강조하였다. 이러한 인식하에 필자는 비판 지명학적 관점을 통해 ‘동해’와 ‘일본해’ 사이의 지명 분쟁이 발생하게 된 근본 원인이 국가적 지명 경관을 구축하려는 국가 중심의 권력관계와 선택적 재현 및 기억에서 기인한다는 점을 논의하고, 현지 주민들이 사용하는 작은 생계지명들의 존재와 이에 대한 관심을 환기시키고자 하였다. 특히 국가 중심의 권력관계를 극복하고 ‘동해’와 ‘일본해’를 둘러싼 지명 갈등을 해결하기 위한 대안으로 양국의 구성원들이 공유하고 공감할 수 있는 제 3의 상상 지명들, 즉 ‘부상해(扶桑海)’, ‘창해(蒼海)’, ‘대동해(大同海)’ 등을 제안하였다.

The International Hydrographic Organization (IHO) tries to transform the names of East Sea/Sea of Japan into a numerical name suitable to modern digital environment. The numerical names, however, could undermine historicality and symbolism represented by established toponyms, in terms of which I think that this is the right time to newly name the third toponym for the sea area of East Sea/Sea of Japan. For that reason, I suggest from a critical toponymic point of view that the toponymic dispute over renaming East Sea/Sea of Japan has resulted from the nation-centered power relations and selective representation which have constructed the national toponymic landscapes. Accordingly, this article underlines the importance of small living toponyms used by indigenous people. In particular, I present a proposal regarding the third imaginary toponyms such as Sea of Busang (扶桑海), Sea of Chang (蒼海), and Sea of Daedong (大同海), with which both Korean and Japanese peoples are feeling more familiar and empathic. Also, it could minimize harmful effect of the nation state’s power and resolve a toponymic conflict between East Sea and Sea of Japan.
