동해 표기 문제에 대한 한일 양국의 입장 및 논쟁점 분석

An Analysis on Official Positions of Korea and Japan and Points of Disputes Related to the East Sea Naming Row

1992년에 열린 제6차 유엔지명표준화회의에서 한국 정부가 동해 표기 문제를 처음 제기한 이후, 학계에서는 이 문제와 관련한 연구가 다수 이루어졌다. 하지만 선행 연구들은 주로 한국의 입장을 대변하거나 일본의 입장을 반박하는 연구들이 다수를 이루었다. 그러나 이 문제에 대해 보다 건설적인 논의가 진행되기 위해서는 양국 정부의 입장 및 논쟁점이 객관적인 관점에서 분석될 필요가 있다. 이러한 문제 의식 하에 본 연구에서는 동해 표기 문제를 둘러싼 한일양국의 입장을 확인함과 동시에 논쟁점을 파악하였다. 연구 결과 한일 양국은 동해표기 문제에 있어 13가지 항목의 논쟁점을 가지고 있음이 확인되었다. 이러한 논쟁점들에 대한 양국 정부의 대응 양상을 분석한 결과 두 정부의 기본적인 입장이 확인되었다. 즉 한국정부는 국제기준에 입각해서 ‘동해’를 표기해 줄 것을 요구하고 있음이 확인되었다. 반면 일본 정부는 ‘일본해’가 국제적으로 인정된 유일한 지명이라 주장하면서 ‘동해’ 병기를 요구하는 한국 정부의 주장을 부정하고 있는 점이 확인되었다. 아울러 이 문제가 해결되기 위해서는 양국 정부가 국제적인 기준에 따라 문제를 해결하려는 노력이 필요할 것으로 판단된다.

In 1992, the goverment of the Republic of Korea raised firstly a question on the East Sea naming in the 6th UN conference on the Standardization of Geographical Names. Since then, a large number of researches were carried out related to the question. However, most of these researches represented Korea’s position or refute Japan’s position. Research needs to be conducted objectively in order for more constructive discussions between Korea and Japan on the issue. This research analayzed the positions of the governments of Republic of Korea and Japan on the East Sea issue and revealed contestation points. In result, 13 contestation points were revealed. By analysing two governments’ response to these disputes, their basic positions could be confirmed. The government of the Republic of Korea is seeking the legitimacy of the name East Sea basing on the international standards. On the other hand, the Japanese government is denying Korean government’s argument on the legitimacy of the name of East Sea by arguing that Sea of Japan is the only internationally established name. To resolve this East Sea Naming row, it is believed that the two governments need to make efforts to resolve it in accordance with international standards.
