The Origins and Effects of New Development Economics: A Critical Literature Review

연구목적: 본 연구의 주요 목적은 학술사적 검토를 통해 신개발경제학이 부상 하게 된 배경을 재조명하고 그 성과와 영향을 비판적 관점에서 분석하는데 있다. 연구의 중요성: 신개발경제학은 개발협력의 영향평가 정책에 지대한 영향을 미쳤으므로 그 이론적 타당성을 살펴보는 것은 개발협력의 건설적 발전을 위해 필요한 작업이다. 연구방법론: 신개발경제학의 주요 성과 및 이를 비판하는 논문들을 정리하고 관련 논쟁점들을 분석하는 문헌검토 형태의 연구방법을 따른다. 이는 학술사 연구에서 전형적으로 이용되는 방법론이다. 연구결과: 신개발경제학은 거대담론에서 탈피하여 현장에 밀착된 연구를 활 성화하는데 기여했으며 특히, 교육, 보건, 제도 등의 분야에서 창의적인 빈곤해소 정책을 제시하였다. 그러나 동시에 본질적으로 이론적 취약성 및 윤리적 문제 등을 내포하고 있으며 소규모 원조방식으로의 쏠림현상을 유발할 가능성도 있다. 결론 및 시사점: 신개발경제학이 학계와 개발협력 정책, 특히 영향평가에 미치 는 영향이 매우 빠르게 확산됨에 따라 균형 잡힌 시각에서 그 파급효과를 평가 하고, 신개발경제학의 여러 문제점들을 보완하기 위해 미시와 거시분야를 이어 주는 중범위 개발이론이 필요하다.

Purpose: The main purpose of this paper is to provide a critique of the debate surrounding new development economics literature that evolved since the mid-1990s to have a tremendous effect on both the academic analysis and policy making in international development cooperation. Originality: The paper offers an original critique on the debate surrounding the theoretical and methodological problems of new development economics in spite of its many successes. Methodology: This is primarily a literature survey, critically examining the literature and debate on new development economics. Result: Despite advancing our understanding of poverty, especially in the areas of education, public health and microfinance at a micro-level, its weak theoretical foundation, related ethical issues, and the tendency to focus on small development cooperation projects with limited applicability to macroeconomic policy issues, need to be addressed. Conclusions and Implication: We need a balanced evaluation of new development economics which had a rapid impact on development cooperation policy, and devise a development theory that can connect the micro and macro spheres of development economics and policy.
