This study aims to explore a plan to establish a case management model for public-private collaboration on the basis of the performance analysis of the Third Disability Rating System Pilot Project. Two focus group interviews (FGI) were conducted to evaluate the achievements and limitations of the project in August 2017. The participants included in this study were personnel in charge of case management for public-private partnerships, such as case managers from welfare support centers for people with developmental disabilities, welfare planners in local governments, and welfare coordinators of the National Pension Service. The first key finding of the FGI was that public-private partnerships enabled the development of new welfare resources and quick responses for services, and such changes led to improvement in the quality of life among people with disabilities. Moreover, four key strategies for the improvement of the cooperative case management model for people with disabilities in local communities have been identified: (1) unification of service desks,” (2) “maximization of strengths by welfare service organizations,” (3) “establishment of clear roles and functions for each organization based on the contents and needs of people with disabilities,” and (4) “minimization of capability differences among local welfare planners.” Finally, this study suggested the two-stage advancement strategies for the cooperative case management model for people with disabilities. The first stage was a partial organizational restructuring, and the second stage was an overall organizational innovation. On the basis of our research findings, we discussed tasks to be completed to establish a case management cooperation model for welfare centers for people with disabilities.
