동아시아 시민성 교육의 구안

Constructing a Framework for East Asian Citizenship Education

동아시아 지역은 국가정체성과 국가이익추구에 비해 지역 공동체에 대한 인식과 지역주의의발전 정도는 낮은 수준이다. 경제와 무역, 인적 교류 부분에서는 국가 간의 경계가 약화되고상호작용과 협력이 심화되고 있지만, 서로간의 군비경쟁과 영토갈등, 그리고 혐오감정과 민족주의는 오히려 격화되고 있다. 역사적으로 중화체제와 대동아공영권이라는 중국과 일본에 의한지역 패권 통치의 경험과 이에 따른 아시아 시민들의 집단적 피해 기억은 아직 해소되지 않고있고, 자주 상호 불신, 적대감, 갈등으로 표출되고 있다. 역내 공통의 비극과 강렬한 민족주의정서는 동아시아 시민 정체성의 형성과 평화적 지역 질서의 구축에 큰 장애가 되어온 것이 사실이다. 이러한 동아시아의 갈등과 대립 문제를 함께 해결하기 위해서는 장기간 국민 국가가 전유해온 시민성의 범주와 단위, 의미와 성격을 새롭게 규정할 필요가 있다. 기존의 시민성 사유들이개인의 인식과 실존, 충성과 연대의 기축 범주를 ‘국민국가’ 차원에 한정해왔다면 본 연구는 ‘동아시아 지역’ 차원까지 적극적으로 확장할 것을 제안한다. 세계시민주의의 맥락에서 접근되는 시민성의 중첩과 공유는 이웃 국가와의 갈등 문제에 대해 상호 이해와 대화, 화해와 공존의 가능성을높여주고, 궁극적으로는 지역 공동체의 형성에도 긍정적으로 기여할 수 있을 것이다. 이를 위해본 연구는 동아시아를 공통의 인식 준거와 평화 단위로 설정하고 동아시아 갈등 문제에 접근할수 있는 동아시아 시민성 교육의 방안을 구체적으로 구안하고자 하였다. 동아시아 시민성 교육은동아시아 시민정체성의 형성과 평화증진에 요체라고 할 수 있기 때문이다.

The East Asian region has exhibited a low level of awareness for communities and a low degree in the development of regionalism. The collected damages of the regional experiences, injuries and memories cased by Chinese long regional hegemony with the Sino-centric concept and Japanese imperialism with the Greater East Asia Co-Prosperity Sphere have still lingered as a distrust, animosity or conflicts among the people of the region. It is a fact that the tragic history and strong nationalistic sentiment of the nations in East Asia have been a big huddle in establishing a peaceful order of the region. This study starts from a criticism that significance and nature of citizenship need to be newly stipulated under the current situation in which the conflicts and collisions frequently occur for the nations that have been devoured by nationality and ethnicity. Conventional citizenship has limited the awareness of individuals and principal categories of existence to the ‘nation’, This study proposes to expand the object of royalty and affection, which is also a perception boundary of the civic identity as well, from the ‘nation’ to the ‘East Asia’ region, which is the world that the individuals are currently encountering. In this context, this study presents the education for East Asian citizenship that can perceive the entire East Asia region as a single peaceful community and intends to seek the educational measures to accomplish this blueprint.
