이 논문은 제주지역의 여성농민이 농업종사자로서 직면하고 있는 직업적 문제와 복지문제를 경험적 자료에 근거하여 다루고 있다. 이를 위해 산업화와 세계화에 따라 농업과 농촌의 문제가 어떻게 영향을 받아 왔는가 하는 문제를 먼저 검토하고, 이어서 농업노동과 가사노동, 여가·복지와 자녀교육의 문제 등을 분석하고 있다. 또한 이러한 작업을 바탕으로 복지정책적 함의를 제시하고 있다. 제주지역의 농촌과 농업은 육지지역과 달리 인구와 지역총생산면에서 큰 비중을 차지하고있으며 그 비중의 변화도 비교적 완만하게 감소하여 왔다. 그렇지만 8-90년대 이후 세계자본주의체제상의 상황적 변화, 농산물의 개방 등으로 농촌 및 농업의 위기가 가속화되고 있으며, 이같은 경향은 세계화의 급속한 진행과 더불어 더욱 심화될 것으로 보인다. 이러한 위기의 상황에서 농촌여성들은 주부인 동시에 농업의 주요생산자로서의 역할을 수행하고 있다. 그러나 이들은 전문적인 영농기술을 확보하지 못한채 생산비 이하의 농산물 가격으로 힘겹게 농업노동을 수행하고 있으며, 가사노동과 농사일의 버거움으로 농업에 대한 회의를 경험하고 있다. 여가, 복지 그리고 자녀교육의 경우도 만족도 수준이 낮다. 이렇게 농촌과 농업이 갖는 위기의 문제는 제주지역의 농민분해를 가속화시켜 농촌사회를 해체시키는 요인으로 작용할 가능이 높다. 복지적 차원의 노력과 정책시행은 이러한 해체요인을 약화시키는 한 시도가 될 수 있을 것이다.
This study attempts to explore the problems of agricultural occupation and welfare which female farmers are experiencing in Jeju rural society, based on the empirical data. The results of this study are summarized as follows: Jeju society has been experiencing agricultural crises since 1990`s. The situational change of world capitalistic system and the opening of agricultural products are most important factors to accelerate these crises. It seems that these trends will be deepening in the rapid process of globalization. Women in rural area are fulfilling roles of main producer of agricultural products as well as full-time housewife. But they are doing painfully agricultural works with low price of agricultural products below production cost. They are also experiencing skepticism about agricultural occupation because of hard working of housework and agricultural work. Besides, they do not satisfy with leasure, welfare and child education. There is highly possibility that these crises could accelerate decomposition of farmers and disorganize rural society. So policy enforcement in welfare could be a way that weaken these decomposing factors.
