제주투자진흥지구 실적분석 및 개선방안 연구

The study on the Performance Analysis of Jeju Investment Promotion Zone

무한경쟁으로 표방되는 21세기 들어 많은 국가들의 지방자치단체에서 다종다양한 투자유치에 심혈을 기울이고 있는 것은 주지의 사실이다. 2001년도에 도입된 제주특별자치도의 투자진흥지구는 중국자본으로 대표되는 해외 투자와 대규모 국내투자를 유치하였지만 지구지정해제기준의 부재, 투자자의 도덕적 해이 등 여러 문제점 들을 노정하여 왔다. 본 연구는 제주특별자치도의 자료를 바탕으로 하여 제주투자진흥지구의 실적분석을 하였으며 이를 통해 투자진흥지구의 운영 실태를 분석하고, 투자유치 활성화를 위한 개선방안 등을 도출하였다. 주요 개선방안으로서는 업종 간 불균형 투자 개선, 사업진행에 대한 관리.감독 시스템 개선, 투자진흥지구 지정. 해제심의요건 및 네거티브시스템 도입 등이 있다.

Ever since the 21st century, the age of extreme competition, every local government of many countries has endeavored to attract massive investments, realizing the importance of Foreign (and/or domestic) Direct Investment Being introduced in Jan.2002, the system of the Jeju Investment Promotion Zone has caused the inflow of the substantial amount of investments, especially investment from China, into the Province. However, the ongoing system revealed several problems such as the absence of the deprivation condition, moral hazards which abuse the system. Therefore, it is appropriate time to redesign the system, so that it is on the right track for right direction. The main purpose of the study is to investigate the problems in the system which requires essential remedies. Our study has found the several problems in the tax reduction structure and managing the system, and so on. The major proposals of the study are the correction of the unequal bias of the investment into specific industry, adoption of the negative system instead of present positive system, etc.
