2000년대 이후 전국 대부분의 지역들에서 마을만들기 사업들이 본격적으로 실시되는 등 다양한 형태의 마을만들기가 전개되어왔고 제주지역도 이러한 과정을 경험하였다. 그러나 마을만들기의 전개 양상은 시기마다 지역마다 다양하다. 이 논문에서는 제주지역을 사례로 하여 마을공동체 조사항목과 지표 변화를 분석하고, 분석결과 도출된 마을공동체 조사항목과 지표를 활용하여 마을공동체의 회복력 구성요소를 선정하고 평가지표를 탐색해보고자 하였다. 이 논문의 분석결과 제주지역 마을공동체 조사지표 변화, 특히 그 조사주체와 기록방식의 변화를 확인할 수 있었다. 주민들이 마을공동체 조사의 주체가 되고 주민들 스스로 마을공동체의 역사와 자원을 발굴해 보존하며 여기에 새로운 가치를 입히고 마을의 문제를 공동의 노력으로 해결하려는 움직임을 마을공동체 조사항목과 지표 변화를 통해 알 수 있었다. 이는 주민 개개인의 삶과 행복을 위한 공동체를 회복하려는 일종의 마을만들기이며 마을공동체 활성화 노력으로 이해할 수 있다. 앞으로 마을공동체 조사지표와 회복력 평가지표 간 관계성을 파악해내는 것은 물론 지속가능한 마을공동체 만들기를 위해 지역 회복력에 대한 심층적인 조사·연구들이 이루어질 필요가 있다.
Since 2000, various types of community planning have been carried out in most regions nationwide, with community planning projects being carried out in earnest, and the Jeju area has experienced the same process. However, the development patterns of these community planning vary from time to time and region to region. The purpose of this study is to analyze changes in survey items and indicators of village communities in Jeju, and to select resiliency components of village communities and explore evaluation indicators by using the Jeju community survey items and indicators. In this paper, we wanted to analyze the survey items and changes in the indicators of the village community in Jeju, selects the elements of resilience in the village community and explore the evaluation index by using the changed village community survey items and indicators derived from the analysis results. The purpose of this study was to explore the evaluation indicators of community resilience. As a result of analysis of this paper, it was confirmed that the survey items and indicators of village community in Jeju area, especially the subject and the recording method. Changes in the survey items and indicators of the village community were seen by residents to become the main body of the survey, and the residents themselves were to discover and preserve the history and resources of the community, to place new values on it, and to solve the problems of the village through joint efforts. This is the creation of a kind of village that seeks to restore communities for the lives and well-being of individual residents and can be understood as an effort to revitalize the village community. In the future, it is necessary to investigate the relationship between the survey indicators of the village community and the resilience evaluation indicators, and to investigate and research the community resilience of the region in order to create a sustainable village community.
