AHP기법을 활용한 항만의 경쟁력강화 결정요인에 관한 연구

A Study on the Determinants of Port Competitiveness using AHP : Focused on the Comparative Analysis between Metropolitan and Chungcheong Regions

본 연구는 설문 대상자를 충청권과 수도권 두 권역의 수출입업체 중심으로 항만선택 시 중요요인을 분석하여 두 권역의 항만간 차이를 도출하였다. 그리고 계층 분석적 의사결정 방법(AHP)과 중요도-만족도(IPA) 분석기법을 통하여 관련된 참고문헌과 선행연구자료 등을 바탕으로 연구모형의 구성과 잠재 중요요인들을 추출한 후 설문 조사를 진행하여 세부 평가요인들을 도출하였다. 설문 조사 결과를 기준으로 AHP 분석기법을 활용한 평가요인의 결과는 항만비용 요인, 항만의 지리적 입지, 항만의 운영관리, 항만시설 순으로 중요도가 도출되었고, 세부요인의 경우 내륙운송비용, 국제항만과 접근성, 임대료 순으로 두 권역별 항만선택 시중요항목으로 도출되었다. 충청권역 항만은 국제항만과의 접근성, 복합운송체계 구축이 가장 중요한 요인으로 분석되었다. 수도권항만은 내륙운송비용, 임대료 요인이 중요한 항목으로 도출되었으며 두 권역별 수출입업체의 항만선택 시 중요도 차이가 있음을알 수 있었다. 또한 IPA 분석기법을 통한 평가요인의 결과로는 내륙운송비용, 복합운송체계 구축, 국제항만과 접근성, 항만시설 안정성 확보의 세부요인이 중요도와 만족도가 모두 높은 유지 영역으로 나타났다. 결과적으로 항만선택에서 중요하게 인식하는 요인은 비용 관련 부분으로 나타났다. 항만의 경쟁력을 확보하기 위해서는 정부, 지자체의 지원 및 항만 관계자들의 참여 및 지역항만들의 자체적인 서비스의식 개선 등이 이루어져야 할 것이다. 향후에는 AHP와 IPA 분석방법 외 다양한 분석방법을 활용한 추가적인 연구가 진행되어야 할 것이다.

Korea ranks eighth in the global trade volume and maritime trade is becoming more and more important. This study analyzed several important factors for port selection with a special focus on the Chungcheong and the metropolitan regions to identify the difference between what is perceived as important factors. Through AHP method and IPA methods, detailed evaluation factors were derived. Important factors are identified such as cost, geographical location of ports, operation management, port facilities. For Chungcheong province, Inland transportation and rent were analyzed as the most important factors. The multimodal transportation system factor was derived as an important factor in the metropolitan areas. The importance of two import and export companies in two different regions was examined as different in terms of the importance of port selection. In addition, the results of the assessment factors through the IPA analysis method also showed that inland transportation costs, the establishment of a multimodal transport system, international ports and accessibility, and securing port facility stability to be maintained. As a result, the important factors in port selection are mostly cost-related, such as cost-cutting measures and efforts, the support of the government, local governments, the efforts of port officials, and the improvement of local ports’ quality of service and efforts will strengthen the competitiveness of ports which will draw more cargo transportation demand in the nearby region. For more detailed and in-depth analysis in the future, various analysis methods should be performed in order to confirm the result of this research.
