USMCA 원산지 규정 강화와 멕시코 자동차 산업 진출 다국적기업에 대한 小考

A Study on USMCA’s Rules of Origin and Multinational Enterprises in the Mexico Automotive Industry

25년간 이어져 왔던 북미자유무역협정(North American Free Trade Agreement: NAFTA)이 2020년 7월 1일 새롭게 합의된 미국·멕시코·캐나다 협정(United States-Mexico-Canada Agreement: USMCA)으로 대체되어 발효되었다. 본 논문은 멕시코가 체결한 대표적 다자간 교역협정인 NAFTA가 멕시코 경제에 끼친 영향에 대해 살펴보고 새롭게 발효되는 USMCA와의 차이점에 대해 비교한다. 구체적으로 본 논문은 USMCA의 핵심적인 변화라 할 수 있는 원산지 규정을 역내가치비율(Regional Value Content)과 노동가치비율(Labor Value Content) 중심으로 검토한다. 그리고 이러한 변화가 멕시코 자동차 산업과 멕시코에 진출한 산업 내 다국적기업들에게 끼칠 영향에 대해 알아본다. 본 논문은 다소 탐색적이나 NAFTA와 USMCA, 멕시코 자동차산업과 관련한 원산지 규정에 대한 이해를 제고시켜 준다.

The 25-year-old North American Free Trade Agreement (NAFTA) was replaced by the United States-Mexico-Canada Agreement (USMCA) which entered into force and became effective on July 1, 2020. From the Mexico perspective, NAFTA was one of the most important multilateral trade agreements among others. This study examines the impact of NAFTA on the Mexican economy and major differences between the NAFTA and USMCA. The modernized USMCA includes major changes on automotive vehicles, components, and parts sectors and new policies on labor standards in terms of Regional Value Content and Labor Value Content. In specific, the study reviews the significantly updated rules of origin related contents in Chapter 4 of the USMCA. Then, it discusses how these changes affect multinational enterprises’ activities in the Mexico automotive industry. Although this study is exploratory, in the regional context of North America it provides useful insights into the NAFTA, USMCA, and rules of origin regarding the Mexico automotive industry.
