The Study on Securing Evacuation Centers Using Community Facilities

우리나라는 다양한 자연재해 및 사회재난으로 인하여 이재민이 발생해왔다. 이에 제도 개선을 통하여 이재민에 대한 지원을 개선하였으나, 대규모 대피소만을 다루었으며, 재난약자에 대한 고려가 미흡하였다. 이에 본 연구는 기존 대피소에서의 생활이 어려운 재난약자를 대상으로 하는 ‘재난약자를 고려한 대피소’를 확보하기 위한 커뮤니티 시설의 활용방안은 연구하였다. 이를 위하여 우리나라, 일본, 미국, 호주 등의 재난약자 및 대피소와 관련된 제도와 선행연구를 분석하였다. 이를 통하여 재난약자와 대피소의 범위를 설정하였다. 그리고 재난약자의 특성과 생활권을 고려하여 커뮤니티 시설 중 행정복지센터를 선정하였다. 이에 행정복지센터의 공간적 특성을 분석하고, 재난약자를 고려한 대피소로 활용할 수 있는 시설을 정리하였으며, 재난약자의 거주성 및 사생활을 보장하기 위한 요구 공간 및 공간구성 방안, 계획방안을 도출하였다. 그리고 이를 반영한 설계(안)을 제안하였다. 이를 통하여 재난재해 시에도 행정복지센터의 기능을 유지하면서, 이재민의 거주성 및 사생활을 확보할 수 있는 방안을 제시하였다.

Displaced people have occurred in Korea due to various natural and social disasters. Accordingly, through system improvement, support for the refugees was improved, but only large-scale evacuation centers were dealt with, and consideration for the disaster vulnerable was insufficient. Therefore, this study investigated how to use community facilities to secure a “evacuation center that considers the disaster vulnerable” targeting those who have difficulty living in existing evacuation centers. To this end, systems and prior studies related to disaster vulnerable persons and evacuation centers in Korea, Japan, the United States, and Australia were analyzed. Through this, the range of disaster refugees and evacuation centers was established. In addition, the administrative welfare center was selected among community facilities in consideration of the characteristics and living rights of the disaster vulnerable. Accordingly, the spatial characteristics of the administrative welfare center were analyzed, facilities that could be used as evacuation centers for the refugees of disasters were arranged, and required spaces, space configuration plans, and plans were derived to ensure the habitability and privacy of the refugees. And a design (draft) reflecting this was proposed. Through this, a plan was suggested to maintain the function of the administrative welfare center even in the event of a disaster, while ensuring the residents habitability and privacy.
