Strategies for Restoration of Mangrove Forests in Vietnam

베트남의 맹그로브 숲은 전쟁으로 인한 파괴와 수산양식장으로의 전용 등으로 1950년부터 2017년까지 원래 면적의 약 60%가 감소하였다. 이에 베트남 정부는 맹그로브 숲 감소에 대응하기 위해 1990년대부터 본격적으로 맹그로브 숲 복원사업을 시작하였다. 그러나 복원 후 관리 및 보호가 제대로 이루어지지 않아 다시 황폐해지는 문제가 발생하고 있다. 따라서 본 연구는 문헌을 중심으로 베트남 맹그로브 숲의 현황과 문제점을 파악하고 복원사업 사례들을 분석하여 지속적인 맹그로브 숲의 복원을 위한 방안을 모색하고자 하였다. 연구결과 복원사업 시 지역주민들의 참여와 유지 관리가 사업의 성공여부에 큰 영향을 미치는 것으로 파악되었다. 아울러 과거 복원사례에서 환경적 요인을 고려하지 않아 맹그로브의 생장률이 저조한 것으로 나타났다. 따라서 앞으로 복원사업에서 보완되어야 할 사항은 다음과 같이 제안하고자 한다. 1) 지역주민들의 참여를 장려하기 위해서 경제적 지원과 교육훈련이 반드시 필요하다. 특히 교육훈련에서 맹그로브 숲의 중요성에 대한 인식 제고와 더불어 지역주민들 스스로 숲을 관리를 할 수 있는 능력을 배양하도록 해야한다. 2) 맹그로브 생존율을 높이기 위한 생태 기반의 복원사업을 수행해야 한다. 이러한 방법으로 맹그로브 숲 복원을 수행한다면 복원된 숲의 지속가능성을 보장하여 향후 기후변화 대응에도 기여할 수 있을 것으로 판단된다.

The mangrove forests in Vietnam were devastated by about 60% of the original due to the Second Indochina War and land use change. Since 1990s, the Vietnam government has implemented mangrove restoration projects to protect, conserve, and restore mangrove forests. However, the restored mangrove forests have been devastated again because they were not properly managed after the project. Through analyzing the literature and the previous restoration cases, this study investigated the current status and problems threatening the mangrove forests in Vietnam and presented approaches for the sustainable restoration for the mangrove forests. The participation of local residents in the project was one of the main priorities for a successful rehabilitation project. Also, it was found that environmental factors affecting mangrove growth were not considered in the past restoration cases. We suggest two strategies. First, economic support, education, and training should be provided to encourage participation of the local residents. The local residents need to learn the importance of conserving and managing mangrove forests through education and training. Second, restoration projects should consider the responses of mangrove forests to environmental factors. Our results will be used to increase the sustainability of the restored mangrove forests and contribute to the mitigation for future climate change.
