독일 지적공부(ALKIS)상의 지목분류체계에 관한 소고

A Study on the Land Category System of the German Cadastral Record (ALKIS) : so-called MultiLevel Land Category

독일지목제도에 관한 연구가 의미를 갖는 것은 우리의 지목체계 개편방안에 시사하는 바가 크기 때문이다. 독일 지목제도는 등기부상의 지목인 “Wirtschaftsart”와 지적공부상의 지목인 “Nutzungsart”의 이원적 체계로 이루어져 있다. 등기부상의 지목인 Wirtschaftsart는 하위의 세분화된 지적공부상의 지목(Nutzungsart)을 크게 8종으로 구분하여 사법부가 정의한 개념이다. 등기부상의 지목에 관해서는 필자의 선행연구를 통해 이미 살펴보았으며, 본고에서는 독일지목제도에 관한 후속연구로서 지적공부상의 지목에 관해 살펴보았다. 지적공부(ALKIS)상의 지목인 “Nutzungsart”는 지목영역(4개)→지목그룹(26개)→지목류(30개)→지목류 하위분류 1단계(130개)→지목류 하위분류 2단계(156개)의 계층적 구조를 취하고 있으며, 이는 지목체계와 토지이용분류체계, 토지피복을 융합한 것으로 여겨진다. 이에 관한 상세한 내용은 독일연방측량관리협회가 작성한 지목류색인(AdV-Nutzungsartenkatalog)을 중심으로 고찰하였다. 본고가 제시한 독일지목제도에 관한 연구내용이 지목개편방안의 하나로 제시되고 있는 계층적 지목제도의 이해에 도움이 되기를 바란다.

The reason why the research on the German land category system is meaningful is that it has a lot of implications for the plan to reform the Korean land category system. The German land category system is composed of a dual system of “Wirtschaftsart”, which is land category in the register and “Nutzungsart”, which is land category in cadastral record. “Wirtschaftsart”, which is land category in the register, is a concept defined by the judiciary, dividing the subdivided land category in cadastral record into eight major categories. Land category in the register has already been examined through my prior study, and this paper has examined land category in cadastral record as a follow-up study on the German land category system. “Nutzungsart”, which is land category in cadastral record (ALKIS), is considered to have a multi-level structure of the area of land category(4), the groups of land category(26), the types of land category(30), the first phase of the subdivision of the types of land category(130), and the second phase of the subdivision of the types of land category(156). It is believed to be a fusion of the land category system, the land use classification system, and the land cover. The detailed information on this was examined focusing on the AdV-Nutzungsartenkatalog of the German Federal Survey Management Association. It is hoped that the research on the land category in German cadastral record presented by this paper will help you understand the multi-level land category system, one of the ways to reform the land category.
