베트남 공적지가 사례

본 연구는 베트남 환경에 부합되는 지가산정체계 개발전략을 수립하고, 시기별, 단계별 로드맵을 제시하는 것을 목적으로 한다. 이러한 연구목적을 달성하기 위하여 한국의 부동산 가격공시제도와 베트남 공적지가 제도의 현황을 분석하고 이를 토대로 SWOT분석을 통해 향후 발전전략과 단계별 시기별 로드맵을 설정하였다.세부추진전략에 따른 과제별로 2020년을 기준으로 3∼4년의 주기에 의해 3단계로 구분하여 제시하였다. 대표적으로 먼저 1단계(2020년∼2023년)에서는 지가관련법제 개선, 지가산정업무지침 등 법제도 개선분야가 포함되며, 다음 2단계(2024년∼2027년)공간정보체계의 고도화, 지가관련 자격제도 보완, 지가정보시스템 확산, 실거래가격 정보체계 개발 등 지가정보시스템과 관련한 추진과제의 실행이 필요하다. 마지막으로 3단계(2027년∼2030년)에서는 지가관련 유관제도, 부동산가격 전문기관 도입, 부동산 정보 조사앱 개발, 토지정보 유통체계 등이 필요하다.

The purpose of this research is to set up development strategies for the land price assessment system appropriate for Vietnam and propose a time period and stage specific road map for the establishment of the system in Vietnam. Based on the analysis, we have conducted a SWOT analysis and set up a road map for each time period and stage. The research proposes detailed projects for establishing Vietnam Land Assessment System in three phases in a three to four year cycles as of 2020. The 1st phase (2020-2023) consists of improving the legal system, such as the legal system related to land price and the guidelines for land price assessment. The 2nd phase (2024-2027) consists of the implementation of the projects, such as enhancing the spatial information system, improving the qualification system for land price, expanding the implementation of the land price information system, and developing an information system for real transaction price of land. Lastly, the 3rd phase (2027-2030) consists of developing a system related to land price, establishing an agency in charge of real estate price assessment, developing an app for the examination of real estate information, and building a distribution system for land information.
