남북전쟁의 원인 제공자

He is the cause provider of the Civil War: President Franklin Pierce

본 연구는 미국 역사 최대의 비극으로 평가되는 남북전쟁의 원인을 사물, 사건, 제도가 아닌 사람에게서 찾고자 하는 것으로, 특히 국정 최고 책임자인 당대의 대통령이 전쟁을 유발시킨 원인제공자였음을 밝히려는 것이다. 기존의 연구는 남북전쟁의 원인을 전쟁 직전의 대통령인 제임스 뷰캐넌에게서 찾았지만 필자는 뷰캐넌 바로 이전의 대통령인 프랭클린 피어스가 그 장본인이라 생각한다. 남부와 북부 간에 첨예한 긴장이 고조되는 시기에 능력이 턱없이 부족했던 피어스가 미국의 대통령이 된 것은 미국 역사 최대의 아이러니이다. 대통령으로 당선되었지만 사실 피어스는 남부만의 대통령이었고 민주당의 허수아비였다. 민주주의 사회인 한 나라안에서 지역, 세대, 남녀, 빈부를 막론하고 이념, 종교, 도덕적 가치 등에 대한 서로 다른 다양한 입장이 존재하는 것은 그 사회가 건강하다는 것을 반증한다. 문제는 나라를 대표하는 대통령이 구조주의적 가치관을 가지고 마치 ‘프로크루스테스(Procrustes)’처럼 자신의 기준에만 맞추려 하면 다양성은 곧 갈등과 비극으로 이어진다는 사실이다. 자신의 출신 정당과 지역, 나아가 자신을 대통령으로 만들어 준 세력만 옳다며 그들의 말만 들으면서 다른 정당, 지역, 세력 등을 적(敵)으로 보게 될 경우 그 결과는 비극적인 전쟁뿐인 것이다.

Many researchers have believed that causes for the Civil War which is considered as tragedy in the American history arose from matters, incidents, or systems, etc. However, this study tries to find causes not from those but from a person. And the purpose of the study is to reveal that the president at that time was the cause for the Civil War. Although previous studies considered James Buchanan who was the president right before the war as the cause, I believe that the president Franklin Pierce who ran the presidency before the president James Buchanan was the cause for the Civil War. Even though president Pierce was elected as an American president, he was a president only for the south and was just a figurehead. It was an irony that Pierce who was incapable in politics became a president at that time when much tension was built up between the south and the north. It is natural that there are differences in ideology, power, generations, regions, gender, religions, and so on in one country. These differences in a democratic society prove that it is a healthy society. The problem is that if a president of a country has structuralism and forces to fit in his standard like Procrustes, varieties will become conflicts and tragedy. In other words, if a president supports only his political party and regions as well as the group who sides him and consider the other side as an enemy, a tragic war will break out.
