해방전후 삼척의 정치사회상황(1930-1950)

Political and Social Situation in Samcheok Before and After Liberation(1930-1950) : Focusing on Socialist Movement

이 논문은 해방전후사에 관한 관심의 증대에 부응하여 동해안 삼척지역의 해방전후 정치사회현상을 살펴보고자 하는 것이다. 동해안은 지형적인 관계로 동서교류보다 남북교류가 원활하였기 때문에 러시아, 중국, 경성 등으로부터 사회주의 사상을 접하게 되었고 급속히 퍼져나갔다. 삼척지역은 당시 공업, 산업, 농업지역, 특히 석탄, 제철, 화학의 중심지로서 큰 역할을 하였다. 이런 지역 여건은 1930년대 노동자와 농민들에게 사회주의 사상의 유입이 용이하여 야학(夜學)뿐 아니라 비합법적인 K회, 적색노농조합공작위원회, 지도위원회가 결성되었다. K회는 근덕면사무소 습격사건을 주도하였고, 공작위원회 하부조직에는 적색농민조합과 적색노동조합이 조직되었다. 조직위원회에서는 구체적인 좌편향적 활동내용과 3월 기념일 투쟁을 통해 혁명의식의 앙양과 주입활동을 전개하였다. 따라서 위의 단체들은 지역전위(前衛)정치조직체라 할 수 있다. 위 단체의 활동은 좌편향적이고 공산주의 사회를 추구하고 있음을 공개적으로 밝히고 있다. 이런 분위기는 해방후 삼척에서 인민위원회 활동이 활발하였음과 관련이 있고, 미군정기 삼척의 사회일반이나 공장내에서의 공산당 조직, 인민공화국 지지와 좌익과 우익 상호간의 테러를 통해 보편적 불안이 지속되었다. 나아가 남한내 총선거 반대운동을 위한 남로당의 군중선동과 살상 및 파괴행위는 삼척지역의 치안부재를 가져왔다.

This study aims to examine the political and social phenomena before and after the liberation in the Samcheok area on the east coast, in response to the growing interest in the history before and after the liberation. Because of the topographical relationship of the East Coast, inter-Korean exchanges were smoother than East-West exchanges, and as a result, socialist thoughts from Russia, China, and Gyeongseong came into contact, resulting in the rapid spread of the thoughts. At that time, Samcheok region played a big role as a center of industry and agriculture, especially in coal, steel, and chemicals. Fueled by these local conditions, socialist ideas were easily introduced to workers and peasants in the 1930s, which led to the birth of night studies, some illegal K meetings, Red Labor Union Work Committees, and Guidance Committees. The K-Organization led the attack on the Geundeok District Office, and the Red Farmers’ Union and the Red Workers’ Union were organized in the sub-organization of the Maneuver Committee. The organizing committee carried out activities to inspire and instill revolutionary consciousness through specific left-leaning activities and the March anniversary struggle. Therefore, the above organizations can be regarded as regional leaders of political organizations. The organization s activities are left-biased and openly reveal that it is pursuing the thoughts of a communist society. This atmosphere is related to the active growth of the People’s Committee in Samcheok after liberation. During the reign of the US military, as a social phenomenon in Samcheok, widespread unrest persisted through communist organization in factories, support of the People’s Republic, and terrorism between the left and the right. Furthermore, the Namro Party’s mob agitation, killing and destruction for the campaign against the general election in South Korea resulted in a lack of security in the Samcheok area.
