냉전 시기 남·북한-유럽의 외교관계 비교연구

A comparative Study on the Relationship between South and North Korea and Europe during the Cold War

본 연구의 주제는 냉전 시기(1950-1990) 유럽과 남·북한 외교의 성격을 규명하는 것이다. 유럽과 한반도는 미국의 봉쇄정책과 미·소의 이념적 경쟁이 매우 치열했던 냉전의 현장이었다. 그 결과 유럽은 동·서 분열을 피할 수 없었고, 한반도는 전쟁과 분단을 경험해야만 했다. 본 연구를 통해 미·소 중심의 기존 냉전연구의 편중된 공간적 지평이 확대될 수 있을 것이다. 본 연구는 크게 두 가지 문제의식을 가지고 있다. 첫 번째 문제의식은 남·북한-유럽 관계가 냉전의 구도 속에서 어떻게 전개되었는가를 분석하는 것이다. 두 번째 질문은 남·북한-유럽 외교 관계가 미·소 대결 구도 속에서 어떻게 대결하고 대응하였는가를 묻는다. 이러한 두 질문에 대한 답을 찾기 위해 본 연구는 서유럽과 남한뿐 아니라 서유럽과 북한의 관계를 동시에 살펴보며 냉전 시대 양국 관계의 진화를 비교·분석할 것이다. 본 연구를 통해 서유럽과 한반도가 초강대국의 일방적인 영향만을 받지 않았고, 그들의 정책적 노선을 무조건 수용하는 수동적인 역할에만 만족하지 않았다는 사실을 확인할 수 있다.

This work seeks to demonstrate the character of relations between Europe and Korea during the Cold War(1950-1990). Europe and the Korean Peninsula were the scene of the Cold War, where the U.S. containment policy and ideological competition between the United States and the Soviet Union were extremely fierce. As a result, Europe was unable to avoid East-West divisions, and the Korean Peninsula had to experience war and division. This study could expand the spatial horizon of existing Cold War research centered on the U.S. and the Soviet Union. This study has two main questions. The first question is to analyze how the relationship between South and North Korea and Europe developed in the Cold War. The second question asks how the diplomatic relations between South and North Korea and Europe were confronted and responded in a competition between the U.S. and the Soviet Union. To find answers to these two questions, the study will look at the relations between Western Europe and South Korea as well as Western Europe and North Korea at the same time, comparing and analyzing the evolution of bilateral relations during the Cold War period. This study confirms that Western Europe and the Korean Peninsula were not only affected unilaterally by superpowers and were not the passive role accepting unconditionally their policy lines.
