Elite Cartel and Elite Corruption: A Case Study of Korea, Malaysia and Brazil

본 연구는 엘리트 카르텔과 부패문제의 사회경제적 영향에 착안하여 엘리트 카르텔 부패의 분석 프레임워크을 제시하고, 여러 국가의 엘리트 부패 사례를 비교분석해 보았다. 지금까지 엘리트 카르텔 부패에 관한 연구는 주로 특정 국가의 특정 사례 분석에 관한 연구를 중심으로 이루어 졌다. 따라서 엘리트 카르텔 부패 관련 국제간의 비교 연구나 이론 모형 구축 관련 연구는 거의 이루어지지 못하였다. 본 연구는 기존연구에서 나아가 한국과 말레이시아, 브라질에서 발생한 엘리트 카르텔 부패 사례를 조사하여 그 작동원리와 과정을 비교 분석하였다. 분석결과, 엘리트 카르텔 부패를 찾아내고 효율적으로 관리 감독하는 것은 국민경제 및 사회 발전을 위해 매우 중요한 일임이 밝혀졌다. 이를 위해 다음과 같은 정책이 제시될 수 있다. 첫째, 부패관리 기관의 전문성 및 독립성이 확보되어야 한다. 둘째, 국제간 공조가 필요하다. 셋째, 민간부문의 부패 관련 제도를 개선할 필요가 있다. 특히, 세계경제에서 민간의 영역이 확대되고 민간의 부패 문제가 중요시됨에 따라 공공부문을 중심으로 논의되어 오던 전통적 반부패 정책을 민간부분으로 확대할 필요가 있다. 전 세계의 많은 개도국들이 엘리트 카르텔 부패의 문제에 직면하고 있으나 이를 비교 분석한 사례는 매우 적다. 따라서 향후 더욱 많은 사례 분석을 통하여 본 연구를 개선시켜나갈 필요가 있다. 본 연구는 엘리트 부패의 구조를 분석하고 부패의 틀을 만드는 출발점이라는 점에서 의의가 있다.

This study aims to establish the framework of the elite cartel corruption and to provide its policy recommendation. For this purpose, it extensively investigates three cases of elite cartel corruption of Korea, Malaysia and Brazil and their motives to make such corruption. It gives several interesting characteristics of elite group cartel. First, amount of corruption is vary larges that the demage caused by the elite cartel corruption is very large and Second, corrupt elites enact laws and regulations to justify their actions. In particular, elite cartel corruption has become more and more internationalized and has evolved to take advantage of the global financial network and to avoid specialized and supervisory oversight. So far, previous studies on elite corruption have been conducted mostly on the analysis of cases in specific countries, while research on international comparison and theoretical model construction are lacking. This research is meaningful that it is the starting point for analyzing the structure of elite corruption and creating a frame of corruption.
