국가공기업의 지역상생발전 실현이 지방공기업에 주는 시사점에 대한 연구

A Study on the Implications of the Realization of Regional Win-Win Development of National Public Enterprises for Local Public Enterprises: Focusing on Korea Rural Community Corporation

지방공기업에 사회적 가치 실현에 대한 요구가 증가되면서 본 연구는 지방공기업의 지역상생발전 전략을 모색하는 데 목적을 두었다. 국가공기업 중 한국농어촌공사 강원지역본부는 지방정부, 학계, 산업계 및 민간실무자들, 지역언론과 연대하여 ‘농촌사랑 농도상생포럼’을 결성하고 강원도 농산어촌 마을만들기사업을 지원함으로써 지역상생발전의 우수모델로 소개되고 있다. 본 연구는 한국농어촌공사의 지역상생발전 실현에 대한 성공요인으로 1) 마을공동체 형성, 2) 지속가능성, 3) 문제해결능력 함양, 4) 마을학습의 4가지를 꼽고 지방공기업에 주는 시사점을 제시하였다

As the demand for Corporate Social Responsibility in local public enterprises increased, this study aims at finding the strategies for regional win-win development. Among national public enterprises, the Gangwon Regional Headquarters of the Korea Rural Community Corporation formed the ‘Rural Love and Rural and Urban Win-Win Forum’ in collaboration with local governments, academia, industry, private practitioners, and local media. It is being introduced as an excellent model for regional win-win development by supporting the community building project at agricultural, mountain and fishing village in Gangwon-do. This study on the success factors for the realization of regional win-win development by the Korea Rural Community Corporation suggests as followings: 1) social capital and relational goods formation, 2) sustainability, 3) problem-solving ability, 4) village learning and knowledge. In the end, the implications for local public enterprises are presented.
