일본 지방공기업의 개혁 방향성 연구

A study on reform of local public enterprises in Japan

보수주의 정부가 자유시장제와 성과주의를 강조하였다면, 상대적으로 진보주의 정부는 공기업의 사회적 역할을 인정하고 공익을 강조하는 정책을 추진한다. 본 연구의 대상이 되는 일본의 경우 한국과 달리 지방공기업에 대한 총괄적인 통제나 평가시스템을 갖추지 않고 있으나, 2000년대 이후 총무성을 중심으로 부실한 지방공기업을 통폐합하고 광역화, 민영화 하려는 노력이 지속되고 있다. 일본의 지방공기업은 그 수나 규모면에서 한국과 비교가 되지 않을 정도로 압도적이며, 특히 제3섹터와 공사를 통한 공기업에 민간참여가 활발하다. 그러나 2000년대 이후 일본의 지방재정위기는 그동안 방만할 정도로 확대된 제3섹터, 지방공사 및 공영기업의 근본적인 개혁의 추진을 통하여 지방정부의 경영건전화를 도모하고 있는 실정이다. 그 결과 지방공기업이 점차 감소하고 있으며 지방독립행정법인이나 지정관리자 제도, PPP나 PFI 등의 다양한 방안이 모색되었다. 최근 한국의 문재인 정부가 사회적 가치의 실현이란 정책기조에 따라 공기업의 사회적 책무를 별도로 추진한다면 일본은 지방공기업 개혁은 지방재정의 건전성과 공기업의 성과에 초점이 맞추어져 있다. 비록 일본이 보수주의적 정책이 장기화되면서 재정손실의 방지에 정책의 초점이 맞추어져 있으나 향후 지역주민의 복리증진이라는 사회적 책임과 그 역할도 한국과 일본 양국에서 강화될 것으로 예측된다.

The conservative government emphasized the free market system and performance-first, but the progressive government recognizes the social role of public enterprises and is promoting policies that emphasize the public interest. Unlike Korea, which is the subject of this study, Japan has a much larger number and scale of local public enterprises than Korea. Nevertheless, there is no legal system for comprehensive control or evaluation of local public enterprises continuously. However, due to Japan s financial crisis since the 2000s, the government is seeking to strengthen the financial management of local governments through fundamental reform of third sectors, local corporations, and public corporations. As a result, the number of local public enterprises is gradually decreasing, and various measures such as local independent administrative corporations, designated managers institutions, PPPs and PFIs have been explored. Now, the Korean progressive government is pursuing the social responsibility of public enterprises in accordance with the recent social value realization policy, but the reform of local public enterprises in Japan is still focusing on the soundness of local finances and the performance of public enterprises. Currently, Japan s policy focuses on preventing financial losses from long-term conservative policies, but it is expected that the role of promoting local residents social responsibility and welfare will be strengthened in both Korea and Japan in the future.
