This study was conducted by focusing on how to cope with the outbreak of a pandemic, among social risks faced by cruises, where COVID-19 recently causes damage to the global economy and industry and results in casualties and property loss. It regarded all of Risk, Crisis and Disaster as social risks to cruises and examined culture-based countermeasures against the pandemic. It, therefore, proposes a system which is able to manage social risks through the introduction of the safety-focused culture, by considering Risk, potential negative phenomena, and both Crisis and Disaster, realized risks, as the social risks. The cruise is a composite form combining the transportation of tourists and the services provided by hotels and resorts. The countermeasure systems adopted by aviation and resort industry needs to be introduced by adjusting them to the characteristics of cruises. In addition, it is also necessary to introduce the safety culture of which introduction is widely considered by industries. A new approach to the social risks, which allows the safety-focused culture and values to be reflected in corporate activity and social activities of work organizations, is required.
