노인의 범죄두려움에 관한 연구

The study on the fear of crime among the elderly

우리사회는 끊임없는 범죄 발생으로 국민들은 범죄에 있어서 나 역시 범죄를피해를 당할 수 있다는 두려움을 가지고 있다. 특히 노인에게 있어서는 신체적· 심리적 쇠약으로 인해 범죄에 대한 두려움은 다른 연령층에 비해 높다. 범죄두려움에 관한 연구는 경찰학 및 범죄학에서 가장 중요시 되는 분야이며, 서구 사회뿐만 아니라 우리나라에서도 꾸준히 연구가 진행되어 오고 있다. 하지만 범죄두려움의 선행연구는 범죄두려움에 영향을 미치는 요인을 파악하는데 국한되어 왔으며, 고령화 사회에 진입한 현 시점에서 노인을 대상으로 한 범죄두려움 연구는미비한 실정이다. 이 연구는 노인을 중심으로 발생하는 범죄두려움의 영향요인을 파악하고 이에대한 예방 및 대책을 제시하는데 목적이 있다. 본 연구에서는 전국적으로 범죄에대한 두려움을 조사한 전국범죄피해조사2017 자료를 활용하여 실증분석 하였다. 종속변수로 범죄 두려움으로 하고, 독립변수로는 무질서, 이웃유대, 경찰활동으로구성하였다. 연구결과 일반적 범죄두려움에 영향을 미치는 주요 변수는 물리적무질서라는 것으로 드러났다. 구체적 범죄두려움에 있어서 영향을 미치는 요인은물리적 무질서와 사회적 무질서이다. 사회적 무질서 보다는 물리적 무질서가 범죄두려움에 더욱 더 영향을 미치는 것으로 나타났다. 지역경찰의 무질서 해결을위한 노력, 지역주민의 참여를 전제로 하는 지방자치단체의 지역사회의 무질서감소 프로그램 제공 등의 노력이 노인의 범죄두려움을 제거할 수 있을 것으로 판단된다.

Our society has a fear that the persistent crime can lead to victims of crime not only for me but also for the people. Especially for older people, the fear of crime is higher than other age groups due to physical and psychological weakness. Research on the fear of crime is the most important field in police studies and criminology, and research has been continuously conducted not only in Western society but also in Korea. However, previous studies have almost exclusively focused on understanding the determinants of the fear of crime generally. As our society is entering an aging society, studies on the fear of crime among the elderly are insufficient. This paper aims to identify the determinants of the fear of crime among the elderly and suggest solutions and prevention to such issue. In this study, we analyzed the data from the 2017 National Crime Victimization Survey. We constructed the study by setting fear of crime as our dependent variable and disorder, neighborhood relations, and police activities as our independent variables. The study revealed that physical disorder is a major determinant of the fear of crime among the elderly. With physical disorder and social disorder being the two determinants of a person’s specific fear of crime, we found that the former is a more significant factor than the latter. We suggest that that the fear of crime among the elderly can be eliminated through efforts such as the settlement of such disorder by the local police and provision of disorder reduction programs that require local participation by the local governments.
