대테러리즘을 위한 시나리오 접근법 및 그 시사점

제4차 산업혁명은 일반적으로 원격통신, 교통, 그리고 기술분야 발전을 가져왔기 때문에, 오늘날 테러리즘 행위가 전세계적으로 실행되는 것은 쉬운 경향이 있다. 각종 정책문제에 대한 해결방안들을 도출하기 위해서 여러 접근법들이 활용되고 있지만, 시나리오 접근법은 불확실한 미래 상황을 시나리오화하여 대응방안을 모색하는 것으로서 중ㆍ장기 기획도구로서 높은 활용가치를 갖고 있다. 특히, 오늘날 테러리즘은 더욱 빠른 변화, 더욱 심화된 복잡성, 그리고 완전한불확실성의 상황 속에서 발생하고 있어서, 미래에 발생 가능한 테러리즘 시나리오를 분석하고 효과적인 대응전략을 마련하는 것은 매우 중요하다. 따라서, 이 연구의 목적은 대테러리즘을 위한 시나리오 접근법과 관련된 외국의 연구 결과들을 소개하고, 우리나라 대테러리즘을 위한 시사점들을 제시하는것이다. 3가지 유형의 테러리스트 공격 시나리오, 5단계 테러리즘 시나리오 접근법, 사물 인터넷을 통한 테러리스트 공격 시나리오는 앞으로 우리나라 상황에서발생 가능한 테러리즘들을 분석하고 효과적인 대테러리즘 전략을 마련하는데 있어서 많은 도움이 될 것이다. 이와 같은 대테러리즘을 위한 시나리오 접근법이 시사해 주는 것은 잠재적인테러리스트를 철저하게 파악하고, 다양한 공격 시나리오에 대한 대응 매뉴얼을제작하고, 테러리스트의 제4차 산업혁명 기술 활용에 대비하고, 대테러리즘을 위하여 인공지능(AI)을 활용하는 것이다.

Since the Fourth Industrial Revolution has generally brought advances in telecommunication, transportation and relevant technologies, it is likely to be easy for terrorists’ acts to be implemented worldwide today. Although various approaches are being used to derive solutions to various policy issues involving terrorism, the scenario approach is to seek countermeasures by developing scenarios on uncertain future situations and has high level of value as a medium- and long-term planning tool. In particular, terrorism today happens amid a situation of faster change, deeper complexity, and complete uncertainty, so it is very urgent to analyze future terrorists’ scenarios and come up with effective response strategies. Therefore, the purpose of this study is to introduce the results of a few foreign studies related to the scenario approach on terrorism and to present the implications for our country s counterterrorism. The three types of terrorist attack scenarios, the five-step terrorism scenario approach and the terrorist attack scenario via the Internet of Things will be of great help in analyzing possible terrorism in our future situations and in drawing up effective measures. What this scenario approach for counterterrorism suggests is understanding potential terrorists attack thoroghly, producing manuals for responding to main attack scenarios, preparing for terrorists’ use of 4th industrial revolution technology, and using AI technology for counterterrorism positively.
