1960년대 신용협동조합운동의 출발과 확산

The Beginning and Spread of the Credit Cooperatives Movement in the 1960s

일제시기와 해방 직후의 협동조합운동은 당시 절대적으로 생활필수물자가 부족했기 때문에 거의 대부분 물자 보급과 배분을 목적으로 하는 소비조합을 지향했다. 그러나 1950년대 말 1960년대에 이르러 협동조합운동의 주류는 소비조합에서 신용조합으로 바뀌었다. 한국전쟁 후 ‘경제재건’이 화두인 상황에서 경제적 자립을 위해 서민들에게 가장 필요한 것은 최소한의 재생산 자본이었다. 이에 제도권 금융으로부터 배제되어 契나 고리대업과 같은 私設 금융으로부터 약취당하는 서민들을 위한 협동금융이 모색되기 시작했다. 이 연구는 오늘날 대표적 서민금융기관인 신용협동조합과 새마을금고의 기원을 이루는 1960년대 신용협동조합운동의 출발과 확산에 대해 추적한 글이다. 1960년 5월 부산 성가신용조합의 창립으로부터 출발한 신용협동조합운동은 조합의 부설기구인 협동조합교도봉사회가 강좌를 개설하여 신용조합 설립을 추동하면서 부산·경남지역과 전국으로 확산되었다. 또한 협동조합교도봉사회의 강습을 받은 재건국민운동 경남지부 지도자들이 1963년 5월 이후 각 마을에서 신용조합을 설립하여 이것이 오늘날의 마을금고로 발달했던 것이다.

The cooperative movement during the Japanese Colonial Period and immediately after liberation mostly aimed at consumer unions with the aim of distributing and distributing supplies. By the late 1950s and 1960s, however, the mainstream of the cooperative movement changed from consumer unions to credit unions. After the Korean War, what was most needed for the common people’s economic independence was minimal reproduction capital. As a result, cooperative finance for the common people who were excluded from institutional finance and undermined by private finance such as Gae(契) or Kori Dae-up began to be sought. This study traces the start and spread of the credit cooperative movement in the 1960s, which forms the origins of the Credit Union and the Community Credit Cooperation(Saemaeul Bank), the leading financial institutions for the working class today. The Credit Cooperatives Movement started in May 1960 with the establishment of the Busan Sungga Credit Cooperative. Since then, the Cooperative Education Center, a subsidiary organization of Busan Seongga Credit Cooperative, opened lectures and promoted the establishment of credit unions, spreading to Busan, Gyeongsangnam-do regions and nationwide. In addition, leaders of the Gyeongnam branch of the Reconstruction National Movement, which was taught by the Cooperative Education Center, established credit unions in each village after May 1963, which developed into today’s Community Credit Cooperation.
