전후복구기(1954∼1956) 중소기업개발계획의 전개와 성격

Development and Characteristics of Industrial Projects for Post-war Restoration Period(1954~1956)

‘중소기업개발계획’은 1950년대 대한경제원조 프로그램 중에서 계획원조의 전형을 보여주는 사업이었다. 본고에서는 전후복구기인 1954년부터 1956년의 중소기업개발계획의 세부 전개 과정과 성격에 대해 분석하였다. 본고는 한국전쟁 이후인 1954회계연도부터 전후복구 완료 시점인 1956회계연도까지의 중소기업개발계획을 살펴보았다. 중소기업개발계획은 시설사업부문의 제조가공업 복구 및 재건을 위한 계획원조사업이었다. 전체 ICA 원조자금 총액의 2.94%에 해당하는 금액이었지만, 사업의 범주나 성격에서 매우 중요한 사업이었다. 더불어 한국의 중소 제조업체들이 성장할 수 있는 기반이 되었다. 전후복구기 중소기업개발계획은 서울, 경인, 경남 지역의 공장들에 적극적으로 원조자금이 배정되었다. 더불어 화학공업 이외에도 금속기계공업과 섬유공업 분야에 중점적으로 원조자금이 배정되었다. 지속적인 중소기업개발계획의 목적은 수입대체와 수출 목적의 공장 육성이었다. 당시 이를 대표하는 프로젝트가 대한잠사회를 통한 17개소의 제사공장들이었다. 한편으로 한천 공장은 수출을 주요 목적으로 한 프로젝트였다. 또한 제약공장들에 대한 원조 자금 배정 역시 주요 특징 중 하나이다. 전후복구기 중소기업개발계획은 전후복구를 위한 산업부흥에 목적을 두었으나, 실수요자 선정 기준과 절차가 정형화되지 못하였다. 한편으로 지역적 특성이 일정부분 고려된 프로젝트였다.

The ‘Industrial Projects(중소기업개발계획)’ was a project that showed the model of project assistance among the Korean economic aid programs in the 1950s. This paper analyzed the detailed development process and characteristics of the Industrial Projects from 1954 to 1956, the postwar recovery period. This paper examined the Industrial Projects from fiscal 1954 after the Korean War to fiscal 1956, when the post-war restoration was completed. The Industrial Projects was a planned project assistance for the restoration and reconstruction of manufacturing and processing industries in the facility business sector. In addition, it became the basis for Korean small and medium-sized manufacturers to grow. In the post-war recovery period, Industrial Projects was actively allocated aid funds to factories in Seoul, Gyeongin, and Gyeongnam. In addition to the chemical industry, aid funds were allocated to the metal machinery industry and textile industry. The purpose of the continuous Industrial Projects was to foster factories for import substitution and export purposes. At that time, the representative projects was 17 silk mills through the Korea Sericultural Association(대한잠사회). On the other hand, the agar plant was a project with the main purpose of export. In addition, the allocation of aid funds to pharmaceutical factories is one of the key features. In the post-war recovery period, Industrial Projects aimed at industrial rehabilitation for post-war recovery, but the criteria and procedures for selecting end users were not standardized. In other words, it was a project that partially considered regional characteristics.
