IPA 기법을 활용한 과학기술전문사관의 중요도-만족도 분석

The Study on “the Research Officers for National Defense” by IPA(Importance and Performance Analysis)

사관 제도의 중요도와 만족도를 IPA 기법을 활용하여 분석하였다. 분석결과 국방과학 및 창업 교육에 대한 중요도와 만족도는 상대적으로 낮았으며, 전역 후 지원제도에 대한 중요도는 높지만 만족도는 낮은 것으로 분석되었다. 그리고 장학제도와 국방과학연구소(ADD) 복무는 중요도와 만족도가 모두 높은 것으로 분석되었으며, 복무 중 상급학위 진학기회의 중요도는 높지만 만족도는 낮은 것으로 분석되었다. 이러한 분석결과에 따라 과학기술전문사관을 기술사업화 및 기술이전 부서에 배치하여 국방과학 및 창업 교육이 실무 경험으로 연계될 수 있도록 하는 것과 전역 후에도 지속적으로 지원받을 수 있는 조직 신설, 장학제도와 ADD 복무의 지속, 그리고 복무 중 진학할 수 있는 계약학과 형태의 상급 학위과정 개설을 제언하였다.

This study was conducted to analyze the importance and satisfaction of the Research Officers for National Defense by IPA. As a result of the analysis, the importance and satisfaction of the defense science and entrepreneurship education were relatively low, and the importance of the support system after the military service was high but the satisfaction was low. In addition, the scholarship system and the military service at ADD were analyzed to have high importance and satisfaction, and the opportunity to get a academic degree during service was highly important, but the satisfaction was low. As a suggestion for this analysis result, opportunity to work at the technology commercialization and technology transfer department, a new organization that can continue to support them after the military service, and continuing the scholarship system and the military service at ADD are suggested, and a degree course based on contract is needed during the military service.
