포스트 코로나 시대의 사회적인 그린뉴딜에 대한 기독교윤리적 구상

A Christian-Ethical Design for Social and Green New Deal in the Post-Corona Era: Based on the Concept of Ecological-Oriented Basic Income

이 논문에서 필자는 생태학적 지향을 갖는 기본소득 구상에 바탕을 두고서 포스트 코로나 사회의 가장 기본적인 설계도를 제시하고자 했다. 코로나 팬데믹은 자본주의적인 대량생산과 대량소비가 생태계의 안정성과 건강성을 깨뜨리면서 나타난 생태계의 총체적 교란의 결과임이 분명하다. 이러한 생태계 교란을 불러일으킨 자본주의적 경제체제는 사회적 가난을 확산시키는 장본인이기도 하다. 이것은 팬데믹 한 가운데서 포스트 코로나 시대를 구상하고자 할 때 반드시 유념하여야 할 점이다. 생태계 위기와 사회적 가난을 동시에 극복하는 방안을 제시하지 않고서는 그 누구도 포스트 코로나 사회를 설계할 수 없다. 필자는 포스트 코로나 사회가 사회적 그린뉴딜에 바탕을 두어야 한다고 주장하고, 사회적 그린뉴딜은 그린뉴딜과 기본소득을 통합하는 구상이라는 테제를 제시했다. 이 테제를 뒷받침하기 위해 필자는 첫째로 경제계와 생태계 사이의 에너지-물질 순환에 대한 인식에 바탕을 두고서 생태학적 정의와 사회정의의 관계를 밝혔다. 둘째로 한국 정부가 추진하는 그린뉴딜의 여러 가지 문제점을 짚었고, 셋째로 국민경제 차원의 소득분배 계획의 틀에서 그린뉴딜과 기본소득의 연계를 제시했고, 끝으로 사회적 그린뉴딜을 뒷받침하는 신학적 담론의 기본 프레임을 밝혔다.

In this paper, I have presented the most basic blueprint of the post-corona society. It is based on a concept of ecologically oriented basic income. It is obvious that the Covid-19 pandemic originated from the total disturbance of the ecosystem, the stability and healthiness of which have been destroyed through capitalist mass production and mass consumption. It is the capitalist economic system that causes the ecological disturbance and spreads social poverty at the same time. Therefore it is impossible to design a post-corona society, unless man can pave the way to overcome the complexity of ecological crisis and social poverty. I have insisted the thesis that a post-corona society should be based on a social-oriented green new deal. Social-oriented green new deal is a concept that integrates the green new deal and basic income. In order to support the thesis, I have investigated first the interrelationship between ecological and social justice. I have argued that such an insight comes from a perception of energy-material cycle between ecosystem and economic system. Second, I have revealed various problems of ‘Green New Deal’ which has been promoted in the frame of ‘Korean New Deal’ by the Korean government. Third, I have proposed how green new deal and basic income should be linked in the framework of income distribution plan at the level of national economy. Finally, I have presented a basic frame of theological discourse which supports the social green new deal.
